TENDER NO. T88-26, AGGREGATE MATERIALS
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That report TR-85-88 be received; and
2. That G.S. Kovacs, Bowmanville Ontario, with a total bid in the amount
Of $11000-00 for Section A, �;7,500.00 for Section B and $5000-00
for Section Cr being the lowest responsible bidder meeting all terms,
conditions and specifications of Tender T88-26, be awarded Sections
A, B, and C to provide Aggregate Materials as required by the Town of
Newcastle; and
3. That the funds expended be provided from the approved 1988 Public Works.
Gravel Patching and Resurfacing for Division #1, 2, 3, account numbers
7209-00411-0169, 7209-00412-0169, and 7209-00413-0169.
BACKGROUND & COMMENTS:
Tenders were publicly advertised in three (3) local papers and called for
the supply of Aggregate Materials as required by the Department of Public
Works. The contract consists of supplying the Town of Newcastle with
Aggregate Materials that are to be stockpiled at the bidders pit. The
quantities specified in the Tender are approximate only and the Town of
Newcastle does not guarantee to purchase the exact quantities specified.

At a later date Tender T88-25 for the Gravel Crushing and Hauling Contract
will be called. The successful bidder of T88-25 will crush and haul the
aggregate material supplied by the successful bidder of T88-26.
Subsequently, tenders were received and tabulated as follows:

For the information of Council both TRT Sand and Gravel, Orono, Ontario and
Bowmanville Sand and Gravel, Bowmanville, Ontario, declined to bid as they did
not have the appropriate space needed for stockpiling.
In prior years, a tender was not called for the supply of Aggregate Materials.
However, local pits were asked to submit a quotation, and a supply contract
purchase order was issued to various contractors depending on the pit location,
and the requirements of the Town of Newcastle. Requirements were then ordered
on an "as needed basis".
Due to the gradual increasing aggregate requirements of the Town, and in an
effort to be fair to all contractors, it was decided to combine the
requirements and to issue a tender. All bidders were required to specify on the
Tender documents the location of their pit and were instructed that this would
be a consideration in recommending a Tender award.
The Treasurer has reviewed the funding requirements and concurs with the
recommendation. queries with respect to Department needs, specifications
etc., should be referred to the Director of Public Works.
After review and analysis of the Tenders by Public Works and Purchasing, it
was mutually agreed that G.S. Kovacs, Bowmanville, Ontario be awarded section
A, B, and C of the contract to provide Aggregate Materials as required by
The Town of Newcastle Public Works Department. The subject firm has worked
with satisfaction for the Town of Newcastle in recent years.
