TENDER T88-27, SNOW CLEARING AND WINTER MAINTENANCE OF SIDEWALKS
AND PARKING LOTS
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That report TR-83-88 be received; and
2. That D & F Snow Removal, Bowmanville, Ontario, with bid prices of
$43.00, and $117.00 per callout for snow clearing and $20.00, and
$112.00 per callout for sand/salt spreading be awarded the contract
to provide Snow Clearing and Winter Maintenance for Sections II
(Newcastle) , and IV (Courtice) , respectfully, as required by the
Town of Newcastle for the 1988/89 winter season; and
3. That G.W.S. Landscaping, Bowmanville, Ontario, with a bid price of
$348.00 and $45.00 per callout for snow clearing and $260.00 and
$40.00 per callout for sand/salt spreading be awarded the contract
to provide ,Snow Clearing and Winter Maintenance for Section I
(Bowmanville) , and III (Orono) , respectfully, as required by the
Town of Newcastle for the 1988/89 winter season; and
4. That the funds expended be drawn from the 1988 and 1989 Public Works
Winter Maintenance budget.
BACKGROUND & COMMENTS:

Tender were publicly advertised and called for the Snow Clearing and Winter
Maintenance of Sidewalks and Parking Lots within the Town of Newcastle, as
required by the Department of Public Works. In order to ensure that all

potential bidders understood the Tender specifications and general conditions
a Pre-tender meeting was held on Friday, October 14, 1988. The general
conditions of the Tender stipulated that all contractors bidding on the Tender
n0at attend the meeting and that failure to do so would disqualify their bid
submission.
For the information of Council, a total of eleven (ll) area contractors were
invited to bid. The following contractors attended the Pre-tender meeting:

Due to an extremely buoy season Ron Robinson declined to bid.
The above tendered amounts reflect the total cost to snow ulauz, sand and

salt all the locations specified in the Tender for one time only. The
locations as tendered are indicated on Schedule "All attached.
The terms and conditions of the Tender stipulate that the Town of Newcastle
reserves the right to award "any" or "all" items to seperate bidders.
Based on the number of times actual snow clearing is required versus the number
of times sanding and salting is required, staff feels it is more beneficial
to the Town of Newcastle to accept the bidder or bidders with the lowest price
for snow clearing.
After further review and analysis of the tenders by both the Public Works
Department and Purchasing, it was mutually agreed that D & F Snow Removal,
Bowmanville, Ontario be recommended for the contract to supply Snow Clearing
and Winter Maintenance as required by the Town of Newcastle for Sections II,
and IV. And that G.W.S. Landscaping, Bowmanville, Ontario, be recommended for
Sections I and III.
The tendered prices for Section I represents an approximate 9% decrease over
1987 prices, where as the tendered prices for Sections II and III and IV
represent increases of approximately 9, 42 and 143% respectively over 1987
prices. The increase for section IV is attributed to additional locations
being added to the contract. Section IV (Courtice) has increased from 6
locations on the 1987 contract to 14 locations on the 1988 contract. The
substantial increase for Section III (Orono) , is attributed to the fact that
there are only 2 locations in this Section and it is not attractive to the
bidders to go to Orono. The same situation occurs in Section II (Newcastle) ,
where there are only 4 locations. With respect to the decrease in Section I
(Bowmanville) , this is the most attractive portion of the contract. Over the
years the competition between the bidders for this portion has increased thus
reducing the prices.
The Treasurer has reviewed the funding requirements and concurs with the
Recommendation. Queries with respect to Department needs, specifications etc. ,
should be referred to the Director of Public Works.
Both D & F Snow Removal, Bowmanville, Ontario and G.W.S. Landscaping,
Bowmanville, Ontario, worked satisfactorily for the Town of Newcastle during
the 1987/88 winter season.
