That this report be received; and 2. That H & K - Carlson Constructors Inc. , Cobourg, Ontario, with a total bid in the amount of $109,000.00, being the lowest responsible bidder meeting all terms, conditions and specifications of the Region of Durham Co-Operative Tender WD84-88, be awarded the contract to supply, deliver, mix and stockpile winter sand, as required by the Town of Newcastle for the 1988/89 winter season; and 3. That the funds be drawn from the Public Works approved Winter Maintenance accounts for the 1988/89 winter season requirements. BACKGROUND AND COMMENT: Tenders were called on a co-operative basis by the Region of Durham, which included the requirements of the Town of Newcastle, for the supply and delivery of winter sand. The following tenders were received and tabulated as follows: Bidder Total Bid - Spec I (includes cost to mix and stockpile in domes) H & K - Carlson Constructors Inc. $ 109,010101.00 Cobourg, Ontario Dufferin Aggregates $ 124,200.00 (does not include Downsview, Ontario mix & stockpile) Page - 2 TR-79-88 REGION OF DURHAM CO-OPERATIVE TENDER WD84-88, SUPPLY AND DELIVERY OF WINTER SAND After review and analysis of the bids by Purchasing and Public Works staff, it was agreed that H & K - Carlson Constructors Inc., be recommended for the contract to supply and deliver winter sand to the Town of Newcastle, as required by the Department of Public Works. The required funds will be drawn from the Public Works approved Winter Main- tenance accounts for the 1988/89 winter season requirements from which there are adequate funds available. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. should be referred to the Director of Public Works. The prices tendered reflect an average increase of approximately 330 over those tendered in 1987. The significant price increase is due to an Asphalt Plant now being opereated in Whitby by H & K - Carlson Constructors Inc., which has a requirement for Spec I Sand. In prior years, the subject firm had no other requirement for the sand and was therefore able to keep the price increases to a minimum.
