HomeMy WebLinkAboutTR-61-88 TOWN OF NEWCASTLE �C REPORT File # I , Res. # By-Law # MEETING: GENERAL PURPOSE & ADMINISTRATION COMMITTEE DATE: July 18, 1988 REPORT #:TR-61-88 FILE #: SUBJECT: DISPOSAL OF ARENA PROPERTY - QUEEN STREET RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That report TR-61-88 be received for information. BACKGROUND & COMMENTS: At the Committee Meeting of July 4, 1988, Resolution # G.P.A. 503-88 directed that staff meet with Mr. J. Locke to determine his interest in the arena site and report to the General Purpose and Administrative Committee on July 18, 1988. Further to the above, staff met with Mr. Locke and were advised that the proposed venture would be registered as a non profit corporation with its purpose being to operate a 125 one and two bedroom senior citizen's apartment complex. Said facility would include a library, recreation room, dining area and chapel. . . .2 TR-61-88 Page 2 The centre would be administered through a management team composed of United Church Renewal Fellowship directors. A monthly charge for the rental units would be based on income available under current provincial guidelines. Staff indicated to Mr. Locke that Council has authorized disposal of the property and that his request for a one year moratorium was unreasonable. He was also advised, that the property would be publicly advertised and those submitting quotes would be required to provide specific aspects regarding the proposed use of the property including design and general architectural aspects. The intention of this approval is to ensure that any proposed development enhances the general area of downtown Bowmanville. Prospective interest in the subject property will be given an appropriate amount of time (approximately 2 months) to respond to the advertisement for sale. Mr. Locke was further informed, that the property is presently being reappraised, in order to update aspects related to the market value of property. Subsequently, the property would be disposed of in accordance with Town policy and Council directive. Accordingly, it would be inappropriate and premature at this time to consider the offer to purchase of Mr. Locke as indicated in Mr. Locke's correspondence to members of Council distributed under separate cover. It should be indicated that several inquiries with respect to this property have surfaced and each interested party has been given consistent information as to the process Council will be following regarding disposal of the subject property.
