RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
l. That this report be received; and
2. That R.P. Oil Limited, Whitby, Ontario, with a total bid in the
amount of $15,502.05' being the lowest responsible bidder meeting
all terms, conditions and specifications of Quotation O88-5, be
awarded the contract to aoIpIy oils and lubricant products as
required by the Town of Newcastle; and
3. That the funds expended be drawn from the 1988 Current Operating
Fleet budget.
BACKGROUND AND COMMENT:
A Quotation was called for the ao[pIy and delivery of oils and lubricant
products as required by the Town of Newcastle. These products are ordered on an
as required basis and the quantities indicated are estimated only, based on the
previous year's consumption.

The quotations were received and tabulated as per Schedule "A" attached.
The quoted prices range from an 11% decrease to a 100 increase depending on the
product, save and except varsol, which is a 400 increase. However, although
there currently is an upward tread in the price of varsol, we have experienced
large price declines over the past two (2) years of 300 and 20% respectively.
In comparing the two (2) low bids it is recommended that the bid from R.P. Oil
Limited, be accepted, as their prices are firm until December 31, 1988, where as
the prices from Texaco are guaranteed for thirty (30) days only. Although
R.P. Oil Limited has not supplied the Town of Newcastle with lubricant products
in the past, they have satisfactorily supplied the Town of Pickering, Town of
Ajax, Town of Whitby and the Oshawa Public Utilities Commission.
The required funds will be drawn from the Current Operating Fleet budget from
which there are adequate funds available. The Treasurer has reviewed the
funding requirements and concurs with the recommendation. Queries with respect
to department needs, specifications, etc. should be referred to the Director of
Public Works.
After tabulating and reviewing the bids, it was mutually agreed by Purchasing
and Public Works staff, that the bid from R.P. Oil Limited, Whitby, Ontario,
be recommended for the supply contract of oils and lubriant products as required
by the Town of Newcastle.
