That this report be received; and 2. That Lamco Construction Limited, Gormley, Ontario, with a total bid in the amount of $680,991.501, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T88-6, be awarded the contract for Reconstruction of Queen Street from King Street to Ontario Street, as required by the Department of Public Works; and 3. That the funds be drawn from the 1988 Public Works Capital budget. BACKGROUND AND COMMENT: Tender specifications were provided by Totten Sims Hubicki Associates, for the Reconstruction of Queen Street from King Street to Ontario Street, as required by the Department of Public Works. Page - 2 - TR-48-88 TENDER T88-6, RECONSTRUCTION OF QUEEN STREET FROM KING STREET TO ONTARIO STREET Tenders were advertised in the local papers, as well as the Daily Commercial News. Sebsequently tenders were received and tabulated as follows: Bidder Bid Amount Lamco Construction Limited $ 6801,991.501 Gormley, Ontario Dawn Enterprises Limited $ 794,039.201 Thornhill, Ontario Duntri Construction $ 798,234.701 Oshawa, Ontario Dagmar Construction Limited $ 872,649.82 Markham, Ontario Hollingworth Construction Company $ 9015,885.501 ** Concord, Ontario ** corrected tender The low bid of $680,991.50 is well within the budget allocation of $765,0001.0101. Of the total budget of $765,010101.0101, $15,000.00 has already been committed for utilities, land aquisition and easement. Of the $680,991.501 total bid, $442,993.00 is the Town of Newcastle's cost obligation and $237,998.501 is the Region of Durham's cost obligation. The estimated fee for the consulting services is $80,0010.001, which brings the total required funds to $775,991.501 less the Region's portion of $237,998.501. The engineer's estimate for the project was $8011,400.0101. A tentative start date, if approved, would be July 4, 1988, and eighty (801) working days have been allocated for completion. Although the low bidder has not previously performed for the Town of Newcastle, they have performed work in the Bowmanville area, on several occasions for the Cobourg Office of Totten Sims Hubicki Associates. The respective contractor reconstructed Scugog Road between King Street and O'Dell Street and Phase I of the Penwest Subdivision. Queries with respect to department needs, specifications, etc. should be referred to the Director of Public Works. After further review and analysis of the bids by Public Works, Totten Sims Hubicki Associates and Purchasing, it was mutually agreed that the low bidder, Lamco Construction Limited, Gormley, Ontario, be recommended for the contract for the Reconstruction of Queen Street from King Street to Ontario Street. Tenders for the above contract were opened on Friday, June 10, 1988, Bids received were as follows: Lamco Construction Limited, Gormley Ontario $680,991.50 Dawn Enterprises Limited, Thornhill, Ontario $794,039.20 Duntri Construction, Oshawa, Ontario $798,234.70 Dagmar Construction Limited, Markham, Ontario $872,649,82 Hollingworth Construction Co. , Concord, Ontario $905,885.50* Engineers Estimate $801,400.00 *Corrected Amount We assume certified cheques in the amount of $40,000 and Agreements to Bond accompanied each bid. The cheques for the two lowest bids shall be retained until a contract has been executed. We have reviewed the tenders and consider them correct. Accordingly we recommend the contract be awarded to Lamco Construction Limited. The low bidder has performed work in Bowmanville for our firm on two occasions, in an acceptable manner. The respective contractor reconstructed Scugog Road between King Street and Odell Street and Phase 1 of the Penwest Subdivision located in the northwest quadrant of King Street and Mearns Avenue. The bid differential of $114,000.00 between second and low bids is substantial on a contract of this size. The Ministry of Transportation, Ontario, will pay subsidy only on the low bid. Based on comments solicited from other Municipalities and our own experience, we find no reason to disqualify the low bidder.
