That this report be received; and 2. That Miller Paving, Unionville, Ontario, with a total bid in the amount of $432,450.00, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T88-15, be awarded the contract to supply and apply Surface Treatment to various roads as required by the Town of Newcastle; and 3. That the funds be provided from the 1988 Department of Public Works Road Maintenance Budget. BACKGROUND AND COMMENT: Tenders were publicly advertised in the Canadian Statesman, as well as the Daily Commercial News. In addition to advertising, eight (8) contractors were invited to bid. Page - 2 - TR-46-88 TENDER T88-15, SURFACE TREATMENT Subsequently, tenders were received and tabulated as follows: Bidder Bid Amount Miller Paving $432,450.00 Unionville, Ontario Royel Paving $4401,000.00 Lindsay, Ontario As is shown on the attached Bid Tabulation, marked as Schedule "A", the unit prices for the H.F. 150S, which represents a major portion of the contract, is approximately a five percent (50) increase over the 1987 prices. The average increase in unit prices for the balance of the items is sixteen percent (160) . However, the quantities for 1988 are somewhat lower that those for 1987, thus increasing the unit price. See Schedule "B" attached for Prime and Surface locations. The lack of response is due to another busy construction season. This type of situation allows contractors to pick and choose their contracts, as well as charge a higher price for the work performed. The number of bids received_ is consistant with previous years. The total funds required for Tender T88-15, Surface Treatment are included in the Department of Public Works Road Maintenance budget. Althought the total bid amount is slightly above the budget estimate, the terms and conditions of this tender allows for up to a twenty-five percent (250) decrease in the estimated quantities without invalidating the contract. This would bring the total funds required well within the estimated budget. The total funds allocated for the Prime and Surface contract plus the Pulverizing contract is $450,000.00. Of this amount, $402,000.00 was estimated for the Prime and Surface portion. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. should be referred to the Director of Public Works. Page - 3 - TR-46-88 TENDER T88-15, SURFACE TREATMENT After review and analysis of the tenders by Public Works and Purchasing, it was mutually agreed that Miller Paving, Unionville, Ontario, be awarded the contract to Surface Treat Town roads as required.
