HomeMy WebLinkAboutTR-43-88 J�:""° TOWN OF NEWCASTLE HANDOUT REPORT File Res. # - 41 q By-Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: June 6, 1988 REPORT #: TR-43-88 FILE #: SUB,JECT: TENDER T88-14, RECONSTRUCTION OF TEMPERANCE STREET FROM KING STREET TO CHURCH STREET, BOWMAWILLE RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That this report be received; and 2. That Bennett Paving and Materials Limited, Oshawa, Ontario, with a total bid in the amount of $88,274. 19, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T88-14, be awarded the contract forthwith for Reconstruction of Temperance Street from King Street to Church Street, Bowmanville, as required by the Department of Public Works; and 3. That the funds be drawn from the 1988 Public Works Capital Budget. BACKGROUND AND COMMENT: Tender specifications were provided by Totten Sims Hubicki Associates, for the Reconstruction of Temperance Street from King Street to Church Street, Bowmanville, as required by the Department of Public Works. Page - 3 - TR-43-88 TENDED T88-14' IO0 OF TEMPERANCE STREET FROM KING STREET T0 CBOQCB STREET, B0WIMANVILLE In the essence of time, tenders were advertised in the Canadian Statesman only. In addition, three (3) area contractors were invited to submit a bid. Subsequently tenders were received and tabulated as follows: Bidder Bid Amount Bennett Paving and Materials Limited $ 88'274.09 Oshawa, Ontario The fact that there was only one (l) bid submitted is a result of a busy construction season, as well as a tight work schedule needed in order to have the work completed in time for the official opening of the New Administrative Facility. The low bid of $88'274.09 is well within the budget allocation of $180,000.00. Of the $180,000.00' $45,000.00 has already been committed to bury the Hydro lines and $35'000.00 has been committed for the construction of the sidewalk on the west side of Temperance Street. Of The $88'274.09v $37,394.52 is the Town of Newcastle's share and $50,879.57 is the Region of Cmrbam"o share. The estimated fee for the consulting services is $5'600.00' which brings the / total required funds to $93,874.09, Ieea the Region's portion of $50,879.57. The engineer's estimate for the project was $39vI40.00. & tentative start date, if approved would be June 13, 1988 with completion by July 8, 1988. It is therefore recommended that the contract be awarded forthwith. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. mbooId be referred to the Director of Public Works. Page - 3 TR-43-88 TENDER T88-14,, RECONSTRUCTION OF TEMPERANCE STREET FROM KING STREET TO CHURCH STREET, BOWMANVILLE After further review and analysis of the bids by Public Works, Totten Sims Hubicki Associates and Purchasing, it was mutually agreed that the low bidder, Bennett Paving and Materials Limited, Oshawa, Ontario, be recommended for the contract for the Reconstruction of Temperance Street from King Street to Church Street, Bowmanville. See attached letter from Totten Sims Hubicki Associates, marked Schedule "A". The subject contractor has previously performed satisfactorily for the Town of Newcastle. L1C 3A6 June 3, 1988 Dear Mrs. Birkett: Re: Contract T88-14, Corporation of the Town of Newcastle, Temperance Street, Bowmanville. Quotations for the reconstruction of the subject street (including Region of Durham Work) were invited from contractors listed as follows: Miller Paving, Markham, Harnden & King Construction Limited, Cobourg Bennett Paving & Materials Limited, Oshawa The construction project was also publicly advertised in the Bowmanville Statesman on May 25, 1988. A quotation from Bennett Paving & Material Limited in the amount of $88,274.09 was received at 10:00 A.M. , Friday, June 3, 1988. The engineers estimate was calculated at $99,140.00. We have checked the quotation and hereby confirm it is acceptable as submitted. I am advised that Miller Paving and Harnden & King declined to submit a quotation due to a current heavy workload. Work is tentatively scheduled to commence on Monday June 13 and be completed by July 8, 1988. The low bidder Bennett Paving & Materials Limited has satisfactorily completed a multitude of projects within the Town of Newcastle for many years.
