RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That this report be received; and
2. That Henderson Recreation Equipment Limited, Norwich, Ontario, with a
total bid of $54,062.07, being the lowest responsible bidder meeting
all terms, conditions and specifications of Tender T88-7, be awarded
the contract, forthwith, to supply, deliver and install various
pieces of playground equipment to the Town of Newcastle as required
by the Department of Community Services; and
3. That the funds in the amount of $54,062.07 be drawn from the 1988
approved Community Services Capital budget.
BACKGROUND AND COMMENT:
A tender was publicly advertised and invited for the supply, delivery and
installation of various pieces of playground equipment as required by the
Department of Community Services.
The bids were received and tabulated as per Schedule "A" attached.

The total bid price of $54,062.07 is well within the $72,800.00 provided for
these parks in the 1988 approved Community Services Capital budget.
Upon review of the bids, the Director of Community Services advised that the
Tot Climbers and Waste Receptacles provided by the low bidder, Paris Playground
are not acceptable and are not in accordance with the established theme of the
parks. The conditions of the tender do allow for a partial award based on the
acceptability of the equipment, however, when the Tot Climbers and Waste
Receptacles are excluded from the overall bid, and the bids are compared on the
balance of the equipment required, Paris Playground Equipment Inc. is lower by
$508.93. It is staff's opinion that the savings do not warrant splitting the
contract in this -manner and that it would not be in the best interest of the
Town of Newcastle. Delay's in the completion of the parks could occur in that
there would be two (2) different suppliers' delivery dates and installation
crews involved at each location. Due to a five (5) to seven (7) week delivery
on the equipment, it is recommended that the contract be awarded forthwith.
The Treasurer has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to department needs, specifications, etc.
should be referred to the Director of Community Services.
After review and analysis of the bids by both Purchasing and Community Services
it was mutually agreed that the bid from Henderson Recreation Equipment Limited,
Norwich, Ontario, be recommended for the tender award. In past years the
subject firm have satisfactorily provided equipment to the Town of Newcastle.
