CENTREFIELD DRIVE TO WINDSOR PLACE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That this report be received; and
2. That Brevandale Limited, Unionville, Ontario, with a total bid in the
amount of $361,345.94, being the lowest responsible bidder meeting
all terms, conditions and specifications of Tender T88-5, be awarded
the contract for Reconstruction of Nash Road from Centrefield Drive
to Windsor Place, as required by the Department of Public Works; and
3. That the funds be drawn from the 1988 Public Works Capital budget.
BACKGROUND AND COMMENT:
Tender specifications were provided by Totten Sims Hubicki Associates, for the
Reconstruction of Nash Road from Centrefield Drive to Windsor Place, as required
by the Department of Public Works.

Tenders were advertised in the local papers, as well as the Daily Commercial
News. Sebsequently tenders were received and tabulated as follows:

Dagmar Construction Limited $ 451,116.44
Markham, Ontario
The low bid of $361,345.94 is well within the budget allocation of $420,000.00.
Of the $361,345.94, $320,826.06 is the Town's share and $40,519.88 is the
Region's share.
The estimated fee for the consulting services is $591,000.00, which brings the
total required funds to $411,345.904. The engineer's estimate for the project
was $350,670.00.
A tentative start date, if approved, would be June 27, 1988, and thirty-five
(35) working days have been allocated for completion.
Although the low bidder has not previously performed for the Town of Newcastle,
they have performed work in the Ajax/Whitby area, on several occasions for the
Whitby Office of Totten Sims Hubicki Associates. Other consultants in the
area confirm the assessment that Brevandale Limited is capable of handling a
contract of this size.
The Treasurer has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to department needs, specifications, etc.
should be referred to the Director of Public Works.

After further review and analysis of the bids by Public Works, Totten Sims
Hubicki Associates and Purchasing, it was mutually agreed that the low bidder,
Brevandale Limited, Unionville, Ontario, be recommended for the contract for
the Reconstruction of Nash Road from Centrefield Drive to Windsor Place. See
attached letter from Totten Sims Hubicki Associates, marked Schedule "A".

Dear Ms. Birkett:
RE: Contract No. T88-5, Nash Road Reconstruction, Centrefield Drive to
Windsor Valley Place, Town of Newcastle.
Tenders for the above contract were opened on Friday, May 27, 1988. Bids
received were as follows:
Dagmar Construction Limited, Markham $451,116.44 See Attached
Bennett Paving & Materials, Oshawa $402,437.99 Summary Sheet
Brevendale Limited, A4.ax $361,345.94
Engineers Estimate $350,670.00
We assumed certified cheques in the amount of $19,000 and Agreements to Bond
accompanied each bid. The cheques for the two lowest bids shall be retained
until a contract has been executed.
We have reviewed the tenders and consider them correct. Accordingly we
recommend the contract be awarded to Brevendale Limited. The low bidder has
performed work in the Ajax/Whitby area for our firm on several occasions, in an
acceptable manner. Other Consultants in the area confirm the assessment that
this Contractor is capable of handling a contract of this size. The bid
differential of some $40,000 between second and low bids is substantial on a
contract of this size. The Ministry of Transportation, Ontario, will pay
subsidy only on the low bid. Based on comments solicited from other
Consultants and our Whitby Office staff, we find no reason to disqualify the
low bidder.
Should Council concur with our recommendations, kindly forward a copy of the
appropriate resolution to the Ministry of Transportation, Ontario, with a copy
to ourselves.

Four Contractors received plans and specifications from our Office.
Work is scheduled to commence on site on June 27, 1988 and thirty-five working
days have been allocated for completion.
