SUB,JECT: TENDER T88-9, EMULSIFIED ASPHALT PATCHING MATERIAL (COLD MIX)
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That this report be received; and
2. That Bennett Paving and Materials Limited, Oshawa, Ontario, with a
total bid in the amount of $91,3010.001, being the lowest responsible
bidder meeting all terms, conditions and specifications of Tender
T88-9, be awarded the contract to supply Emulsified Asphalt Patching
Material on an "as required" basis to the Town of Newcastle; and
3. That the funds expended be provided from the approved 1988 Public
Works Road Maintenance budget.
BACKGROUND AND COMMENT: -
Tenders were publicly advertised and invited for the supply and delivery of
approximately 2,000 tonnes of Emulsified Asphalt Patching Material as required
by the Department of Public Works.

After review and analysis of the tenders by Public Works and Purchasing, it was
agreed that Bennett Paving and Materials Limited, be recommended for the
contract award to supply and deliver Emulsified Asphalt Patching Material to
the Town of Newcastle as required by the Department of Public Works.
The required funds will be provided from the approved 1988 Public Works Roads
Maintenance budget, from which there are adequate funds available. The
Treasurer has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to Department needs, specifications, etc. ,
should be referred to the Director of Public Works.
The 1988 price reflects approximately an eleven percent (11%) increase over
the previous year. However, eight percent (80) of that increase is the
Provincial Sales Tax which up until May 1, 1988, was not applicable to cold mix.

Bennett Paving and Materials Limited have previously performed satisfactorily
for the Town of Newcastle.
