MEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE

SUB,ECT: QUOTATION Q88-3, MECHANICAL EQUIPMENT MAINTENANCE CONTRACT
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That this report be received; and
2. That Superior Plumbing and Heating, Oshawa, Ontario, with a total bid
price of $2,90101.001 and a Journeyman hourly rate of $40.00 be awarded
Part "A" of the Mechanical Equipment Maintenance Contract as required
by the Town of Newcastle; and
3. That Standard Mechanical Systems Limited, Mississauga, Ontario, with
a total bid price of $983.00 and a Journeyman hourly rate of $44.001
be awarded Part "B" of the Mechanical Equipment Maintenance Contract
as required by the Town of Newcastle; and
4. That the funds expended by drawn from the respective facilities 1988
Mechanical Equipment Maintenance budgets.
BACKGROUND AND COMMENT:
Quotations were advertised and invited with bids being received and tabulated as
per Schedule "A" attached.

QUOTATION Q88-3, MECHANICAL EQUIPMENT MAINTENANCE CONTRACT
The general scope of the work is to provide all necessary labour, materials and
equipment to perform service maintenance, inspections, repairs, as requested and
emergency calls on Mechanical Equipment as required by the Town of Newcastle for
the period January 1, 1988 to December 31, 1988. Due to the variation in the
type of equipment located at each Town facility, the contract is divided into
Part "A" and Part "B".
Part "A" covers the mechanical equipment located at the following facilities:
Bowmanville
Newcastle Fitness Centre
Fire Department Building
Bowmanville Library
Orono
Orono Armouries and Hydro Office
Orono Fire Station
Part "B" covers the mechanical equipment located at the following facilities:
Bowmanville

Animal Control Shelter
Newcastle Village
Newcastle Fire Station
Darlington
Hampton Municipal Building
Courtice Fire Station
Under the general terms and conditions of Quotation Q88-3, the Town, may without
invalidating the bids, award the contract in whole or in part, whichever is in
the best interest of the Town of Newcastle.
While Black and McDonald, Toronto, Ontario, is the low bidder for Part "B",
their hourly rate is $52.00. As the dollar value of service calls outweighs
the dollar value of preventative maintenance, it would not be in the Town's best
interest to award Part "B" to this company.

QUOTATION Q88-3, MECHANICAL EQUIPMENT MAINTENANCE CONTRACT
Both Superior Plumbing and Heating and Standard Mechanical Systems Limited, have
performed satisfactorily for the Town of Newcastle in prior years.
The price submitted for Parts "A" and "B" represent an increase of 0% for Part
"A" and 4% for Part "B".
After further review and analysis of the quotations, it was agreed by Staff that
Superior Plumbing and Heating, Oshawa, Ontario, be awarded Part "A" of the
Mechanical Equipment Maintenance Contract and that Standard Mechanical Systems
Limited, Mississauga, Ontario, be awarded Part "B".
