SUBJECT: Vehicle Fires - Revenue
RECOMMENDATION: 1. This report be received.
2. That the Town Solicitor be consulted as to the
,,V legality of invoicing non-residents for remuneration
for responding to vehicle emergencies.
BACKGROUND:
In March of 1974 the Ministry of Transportation and Communications decided to
establish a fee schedule for fire emergency response to Provincial Highways.
The fee structure is $200.00 per unit for the first hour and $100.00 per unit
for each additional hour. Specific materials used eg. foam, Works Department
etc. to be additional .
The total revenue for 1981 from the four stations responding to Highway #401-
35-115 and number 2 Highway within the Town of Newcastle boundaries, will be
approximately $6,800.00. Call-out forms and invoices for response calls are
submitted to the Ministry of Transportation and Communications, 1201 Wilson
Avenue, Downsview, Ontario, within 3 days of the occurrence.
Ontario Government cheques in payment for these accounts are mailed to the
Treasurer, Town of Newcastle. The Regional Municipality of Durham will not
be responsible for vehicle fires on Regional Roads.

In most instances request for assistance on highway and municipal roads originate
through the Ontario Provincial Police or Durham Regional Police, which includes
extrication, gasoline washdowns, vehicle fires and hazard spills. Vehicle
fires on private property generally originate from the vehicle owner who probably
would be a resident of the Town of Newcastle.
In regards to remuneration, other than Provincial Highways, we do not receive
any revenue. The Department has no legal rights to invoice the vehicle owners
for these calls.
Further to inquiry from other departments within the Region, I find no charges
are being submitted to the owners in conjunction with vehicle emergencies.

In 1981 there were 81 vehicle fires or emergencies, four stations, of these 21
were on Provincial Highways for which compensation was received. The remainder
of 60 vehicle emergencies were 33 residential vehicles and 27 non-residents
of the area.
