BACKGROUND AND COMMENTS: In 1979, an Interministerial Task Force on Crash Rescue made a recommendation to establish an Auto Extrication Program in the Province of Ontario. The implementation of a Provincial Grant Program to help municipalities pay for the equipment used to rescue victims of traffic accidents was recommended. The funds were first made available as of April 1, 1982, and will continue each year for the next 10 years. The basic objective is to establish a Province wide Extrication Program, through existing Municipal Fire Services, that will see the eventual equipping of every fire station (where practical ) in the Province with a basic extrication rescue kit (see attached list) as recommended by the Office of the Fire Marshal . The approximate cost of this kit is $2,000.00 and funds from the Grant Program will be available on a 50/50 basis to help pay for this kit upon proof of purchase. The Municipality would first have to submit the grant application, upon approval would then purchase the extrication equipment. Upon proof of purchase would receive back up to a maximum of $1,000.00 per fire station. 2/ EIRE PREVENTION I3EWNS WITH YOU �� G.P.A. March 7, 1983 (cont'd) - 2 - February 28, 1983. Mr. Alan Dupuis, Chief Fire Service Advisory Services general concensus is that our Municipality would have no trouble whatsoever in receiving this grant. With major Provincial Highways 401-35-115-2, main C.N. and C.P. rail lines and the Darlington Nuclear Station within our Municipal boundaries, this equipment would be a definite asset. At present, Hall #1 has a basic extrication kit plus a heavy hydraulic rescue system. All personnel in Hall #1 are totally familiar with the operation and safe use of this equipment. The equipment is located in our van, truck 1-8, and responds to all rescue calls within the Town of Newcastle. I am proposing at this time to purchase one more basic extrication kit to be placed in Hall #3 as a result of numerous accident calls to Highways 35 and 115. I am also recommending the purchase of more specialized rescue equipment for Hall #1, truck 1-8. For this Municipality to make these purchases, we require a $6,000.00 expendi- ture which is not allotted for in the 1983 budget. Upon proof of purchase, we would received back from the Provincial Government, $1,000.00 per Fire Station, for a total of $4,000.00 which will offset the expense enabling this Department to purchase $6,000.00 worth of extrication equipment for only $2,000.00 A written proposal from this Department would be with this grant application asking that special consideration be given to our Municipality as to location of new equipment and rescue back up priority.
