REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION
COMMITTEE MEETING - DECEMBER 3, 1984.
REPORT NO. FD 31-84.
SUBJECT: Proposed Annual Fire Department Poster Contest.

RECOMMENDATION:

It is respectfully recommended:
1 . ) THAT this report be received;

2. ) THAT the Fire Department be granted approval
to conduct a poster contest for Grade 5 stu-
dents;
3. ) THAT the winners, one girl and one boy for
this Municipality, receive $25.00 each plus
an individual plaque and a school award plaque;
4. ) THAT the winners be presented with their awards
at an open Council meeting;
5. ) THAT the winning posters be forwarded by the
Fire Department to the Durham Region Fire Chief's
Poster Contest as entries of this Municipality;
6. ) THAT any costs associated with this competition
be drawn from Fire Department Account No. 7102-209-1-5,
Promotional Costs.

BACKGROUND AND COMMENTS
The Durham Region Fire Chief's Association has met and discussed this type of
competition to assist in the promotion of fire safety. Evidently, some Muni-
cipalities within the Region have held their own local contest for a number of

years and they have proven to be very successful .
It was mutually decided amongst the Fire Chiefs to request their individual
Council support for this project, which will be held on a Municipal , then
Regional level .
As Fire Chief of this Municipality, it is my responsibility to do everything
reasonable and possible to eliminate or reduce the causes of fire. It is my
belief that this type of program will help to increase fire safety awareness
in children and help achieve this goal .
The Fire Prevention Poster Contest would commence at the local level with
Grade 5 students submitting posters to be judged by the Town of Newcastle Fire
Department District Chiefs. The two winners , one girl and one boy, would be
presented with their awards at an open Council meeting and receive $25.00 each,
a plaque and a school plaque to be displayed in the winners ' school for a one
year term. The two winning posters would then be submitted by the Fire Depart-
ment to the Durham Region Fire Chiefs Poster Competition as this Municipality's
entries. The winners would be presented with cash awards of $50.00 each, plus
individual plaques,, at this level .
The theme for this year's contest is "Fire Prevention in the Home". Attached is
correspondence that would be sent to school Principals asking their co-operation
in supporting this project. The proposed contest would commence January 1 , 1985.

TO ALL PRINCIPALS:
As part of our constant endeavour to reduce the tragedy of death by fire,
I respectfully request your co-operation in supporting our Fire Prevention
Poster Contest to commence January 1 , 1985. This event is directed solely
to Grade 5 students and hopefully will be accepted with enthusiasm by both
pupils and teachers.
It is imperative that collectively we instill in our children the awareness
of the heartbreak and misfortune that could befall us should fire strike.
As Fire Chief of this Municipality, it is my first responsibility to do
everything reasonable and possible to eliminate or reduce the causes of
fire. It is my belief that this type of program will help achieve this goal .
The Fire Prevention Poster Contest commences at the local level with the two
best posters, (one girl 's and one boy's) being selected. The two winning
posters are then forwarded as this Department's entries to the Regional
Fire Prevention Poster Contest.
All information, rules, forms, etc. are provided for use by the participating
teachers. Your endorsement of this program would be appreciated.

FIRE PREVENTION POSTER CONTEST
SPONSORED BY: The Town of Newcastle Fire Department, for Grade 5 students of
the Town of Newcastle.
Message to the Teacher - As Fire Chief of the Town of Newcastle, I respect-
fully request your support and assistance to encourage the pupils of your
class to participate in our Fire Prevention Poster Competition, commencing
January 1 , 1985.
COMPETITION RULES
1 . ) Grade 5 students only.
2. ) Theme :Fire Prevention in the Home" .
3. ) Size of poster - minimum 18" x 24".
4. ) Posters may be done in crayon, coloured pencil , water colour,
tempra paint or paper.
5. ) Please advise your students that entries will not be returned and will
become the property of the Town of Newcastle Fire Department.
6. ) No names or identifying marks are to be made on the poster other than
the official entry form (enclosed) which must be attached to the back.
7. ) Posters must be done entirely by the competitor.
8. ) Posters will be judged on the quality of handi-work and also on the
theme of the contest, namely "Fire Prevention in the Home."
9. ) Deadline: Posters must be delivered to Fire Station #1 , 132 Church
S ef-,—Bowmanville not later than March 8, 1985.
AWARDS
The winners will be presented with their awards at an open Town of Newcastle
Council meeting:
a. ) Two cash awards - one girl $25.00 and one boy $25.00,
plus an individual plaque and school award plaque to
be displayed in the winners ' schools.
b. ) The winning girl's and boy§ entry will be entered in
the Durham Region Fire Chief's Association Poster Competition.
c. ) Two cash awards - one girl $50.00 and one boy $50.00,
plus an individual plaque and the Carl Umphrey Memorial
Plaque to be displayed in the winners ' school .
