SUBJECT: Telephone Line Load Control Measures. --------------------------------------------------------------------------- RECOMMENDATION: It is respectfully recommended: %K THAT this report be received for informa- tion as per Council Resolution C-619-84, September 24, 1984. --------------------------------------------------------------------------- BACKGROUND AND COMMENT Correspondence received by this office on August 27, 1984 from the Ministry of the Solicitor General , Emergency Planning Department, regarding Line Load Control measures, is being reviewed. A draft of the Line Load Control (LLC) Directory is in the process of being compiled by the Fire Department to forward to the Emergency Planning Office by November 1 , 1984. The LLC Directory will also be included in the Municipal Emergency Plan, which is nearing draft completion. In formulating the Line Load Control Measures and the Emergency Plan, I have been working with Mr. Dan Matthews, A/Staff Sergeant, Durham Region Police Planner and have received assistance and information from J. L. Ellard, Deputy Co-ordinator Emergency Planning of Ontario. Line Load Control is a national program that will protect certain telephone lines in case of emergency. In an emergency, telephone systems become over- loaded, communications break down and emergency agencies cannot be contacted. I would like to inform you of the neglected state of the ditch between my house and Mr. Clarence Bray's house on the east side of Solina Rd approximately z mile north of the 6th Concession in Darlington Township. This ditch has not been cleaned out for years. The ditch is full of bull rushes, dirt, weeds, stagnant water, etc. The two culverts crossing the road are almost completly blocked because of the dirt washing down the ditch on the west side. This dirt has not only blocked the culverts but has formed an island on the other side of ' the fence on Mr. FrankWestlake's property which blocks the flow of the water from the ditch. I have brought this matter to the attention of Councillor's Bruce Taylor and Ann Cowman, who have reviewed this with Mr. Dupuis & Mr. Dave Gray with no result. I would now like you to direct whatever staff is required to inspect & attend to this matter before the fall rains come & flood us out. Yours truly k James A Gordon R R 1 Hampton
