COMMITTEE - MEETING SEPTEMBER 4, 1984.
REPORT NO. M-21-84.
SUBJECT: Fire Station No. 4 - Floor Drain Repairs.
RECOMMENDATION:
It is respectfully recommended:
1 . ) THAT this report be received;
2. ) THAT the General Purpose and Administration
Committee recommend to Council that. dj If,

BACKGROUND'AN.D' COMMENTS
Ongoing problems have been experienced at Fire Station #4 over the 1983/84
winter months. Evidently, this has been a recurring problem over the past
number of years, usually in the winter months.
Fire vehicles are washed after every use, so a blocked floor drain, which
leaves water laying on the apparatus floor, creates a slippery, hazardous
condition for the firefighters.
Totten, Sims, Hubicki were contacted and asked to investigate the drainage

problem. I understood that this firm was the design engineer for the
Fire Station #4 project. My assumption was incorrect. The contractor
was responsible for the design and construction of the buildings under
the terms of the contract with the Town. It was the contractor's re-
sponsibility to install the drainage system in accordance with the appli-
cable standards and codes at the time of construction. The present in-
stallation of a straight pipe running from the building to a make shift
soak pit of pit run gravel has proven to be ineffective and cause for
freeze up during the winter months, thus blocking the drain.
Totten, Sims, Hubicki have designed a leaching pit and sediment trap man-
hole in accordance with the Region of Durham Department of Health Services
requirements. The design and plans have been examined and approved by
them, a copy of which is attached.
The estimated cost of construction of the complete system will be approxi-
mately $3,800.00 plus engineering design work of approximately $750.00 to
$900.00, for a total cost of approximately $4,600.00. During discussions
for the 1984 budget, $1 ,200.00 was allotted for this repair work.
I would recommend that the balance of the funds be drawn from the General
Capital Reserve Account No. 2900 x 17, from the proceeds of the sale of
the old Orono Fire Station, and that quotations be invited as soon as
possible to permit work to be completed before freeze up.
