REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION
COMMITTEE MEETING - JULY 16, 1984.
REPORT NO. 18-84.
SUBJECT: Disaster and Emergency Plan Co-ordination
Durham Region and the Town of Newcastle.
RECOMMENDATION:
It is respectfully recommended:
1 . ) THAT this report be received;
2. ) THAT a Town of Newcastle Emergency Plan be drafted.

BACKGROUND
On July 3, 1984, Resolution No. GPA-762-84 stated that Fire Department
Report No. FD 15-84 be received, and referred to staff for a discussion
with the Region of Durham re Regional Emergency Organization.
COMMENTS
Emergency and Disaster Planning i.s admi.nistered through the Regional level
and Municipal level of Governments.
There is a Durham Region Peacetime Emergency Plan, which is a detailed
plan for the co-ordination of all services required in the .event of a peace-
time emergency. The aim was to establish a plan of action for the most
efficient activation of all services required in order that the following
may be assured:
1 . ) The earliest possible response to an emergency by all services that
may be required and the establishment of overall control of emergency opera-
tions;

The plan would be implemented as soon as an emergency occurs or is ex-
pected, which is considered to be of such magnitude as to warrant its
implementation. The decision to assemble the Regional Emergency Control
Group shall be made by the member of the Group who received the initial
warning or evaluates. the situation as an abnormal event.
The Emergency Operations Control Group may call upon for assistance,
volunteer agencies such as the Red Cross, etc. within the community to
provide assistance to any persons in need of food, accommodation and
clothing due to an emergency situation.
In discussion with Mr. D. R. Evans, Chief Administrative Officer of
Durham Region, in regards to the Emergency Plan, the following was noted.
The structure of the Durham Regional Government is such that many of the
essential services required during emergencies are within its jurisdiction,
Police, Social Services, Public Works and Health. Fire Service and local
Public Works responsibilities are retained at the area municipal level with
the availability of support of the regional services, as required. The
Emergency Plan has proven to be an excellent guideline for the Region and
also area Municipalities.
The Durham Region Emergency Plan is to work in conjunction with the local
Municipalities Emergency Plan. At the time of the writing of this report,
I have been unable to find' a Town of Newcastle Emergency Disaster Plan
that was ever approved by Council .
I would recommend that a M:ur0'ci.pal -Emergency Plan for the Town of Newcastle
be drafted..
