REPORT TO GENERAL 'PURPOSE AND ADMINISTRATION
COMMITTEE - MEETING MAY 7, 1984.
REPORT NO. FD 10-84.
SUBJECT: Residential Fire Inspection Program.
RECOMMENDATION:
It is respectfully recommended:
1 . ) THAT this report be received;
2. ) THAT the General Purpose and Administration Committee
recommend to Council that the Fire Department be
granted approval to conduct a voluntary Home Inspection
Program throughout the Town of Newcastle.
BACKGROUND AND COMMENTS
I would suggest the establishing of an annual home fire inspection program.
This program is intended as a public relations feature to assist the house-
holder in having an improved fire safe environment and to enhance the image
of this Department. The home inspection program as conducted by this Depart-
ment would be on a strictly voluntary basis for householders with no order
to comply being issued, but with just suggestions being given. This princi-
pal leaves the householder with a moral responsibility for the safety of his
family and his neighbourhood. During these inspections firefighters will be
looking for common fire hazards in the house (basement area and garage) and
also asking if smoke detectors have been installed and when they were last
tested.
This would be an inservice fire prevention program, where the fire truck and
crew on the street can be dispatched by radio if required for an emergency.

The crew would comprise full time and part-time Fire Department personnel
consisting of a Captain, Driver and three firefighters. Part-time personnel
would receive one point per hour, $5.25, and would work a maximum of three
hours, three days per week. This program would commence the week of May 28,
1984 and run for four consecutive weeks ending June 22, 1984.
Cost in conjunction with this program would be for part-time firefighters
wages and could be taken from account no. 7102-016-2-7; -3-6; -4-5 and -5-4,
Part-time Firefighters Wages. Estimated cost would be $900.00 per station.
A program of this nature would be conducted on an ongoing yearly basis for
a one month period, inspecting as many private homes within the Town of
Newcastle as time would permit. Records would be maintained as to areas in-
spected from year to year. Householders would also receive a copy of the
inspector's report at the time of the inspection.
