BACKGROUND AND COMMENT
I
The Environmental Radiation Hazards Division of the Radiation Protection Bureau of
Health and Welfare Canada investigates the potential health effects to the Canadian
population from natural and man made sources of environmental radioactivity. Data is
collected by conducting special surveys and operating a nationwide network of sampling
stations for air precipitation, water vapour, drinking water and milk.

The Radiation Protection Bureau (R.P.B. ) recently contacted this department and the
Chief Administrative Officer to request permission to install a monitoring station at
Fire Station #4. Since the Darlington Nuclear Generating Station will become opera-
tional in the near future with the startup of the tritium water refinery, the R.P.B.
felt that it was of importance to install these monitoring stations now, to determine
the natural radioactive background before the plant becomes operational .

It was felt jointly, by this department and the Chief Administrative Officer, that
because this was a Federal Agency and because time was of the essence, that permission
be granted to install one of these monitoring stations at Fire Station #4.
There may be a small cost incurred by the Municipality as to hydro used by the moni-
toring station, which is covered by an honorarium of $30.00 per quarter paid by the
R.P.B.
The sampling unit is presently installed at Station #4 and in my opinion will not
interfere with any Fire Department operations and is not an unsightly addition to the
building.

RE: ENVIRONMENTAL RADIOACTIVITY MONITORING
The Radiation Protection Bureau (RPB) of Health and Welfare Canada
operates a continuous monitoring network in the vicinity of the =
Nuclear and Generating Stations at Pickering Ontario, Bruce Ontario,
Gentilly Quebec, and Point Lepreau New Brunswick. This network
monitors the level of environmental radioactivity around the reactor
sites. The success of the network is possible through the cooperation
of government, industry and private citizens in collecting and sending
samples to the Bureau.
Since the Darlington NGS will become operational in the near future,
.plans are underway to add this site to the existing network. Initial
plans are to install devices to monitor radioactivity in the air and
from the ground to determine the natural radioactive background before
the plant becomes operational .
Each electrically powered monitoring device consists of a lft x lft x 2ft
water vapour sampler and holder for a thermoluminescent dosimeter (TLD) .
As a participant in our sampling network you would be responsible for -the
collection and shipping to Ottawa (collect) of water vapour samples once
a month and TLD samples once a quarter. A honorarium to cover the
nominal electrical consumption and your time will be paid at a rate of
thirty dollars ($30. ) per quarter.
Maintenance of the site is the -responsibility of RPB although minor
maintenance that can be performed by you would be appreciated.
Finally, if you do participate in the network, but for some reason you
are unable to continue you may terminate your participation by simply
writing RPB at the above address at least one month in advance stating
your intentions.
