REPORT #: FD 12-87 FILE #: SUB.ECT: COUNCIL RESOLUTION C496-87 - Provincial Regulations Governing the Supply of Gas RECOMMENDATIONS: It is respectfully recommended: 1 . ) THAT this report be received; and 2. ) THAT Council endorse the resolution, as requested, by the Township of Cumberland. I BACKGROUND AND COMMENTS At the Council meeting of May 25th, 1987, the attached communication was received and referred to the Fire Chief to report on. Staff contacted this area' s Consumers' Gas Office for their comments regarding the communi- cation, as it would pertain to Newcastle or the Durham Region. A Consumers' Gas represen- tative explained that when a gas service is installed in a multi-complex building in the Durham Region, a master regulator meter, complete with shutoff, is installed for each building and individual occupant meters are installed with shut off valves. The Consumers' Gas Company use the Pipeline Code, Energy Board Code and their own codes for installations. The representative explained that there are some independent gas companies operating in the Province that do not recognize all of the above codes and possibly this could be a contributing factor to the Township of Cumberland passing this resolution and seeking endorsement to have same included in Provincial Regulations. Continued. . . . . . FD 12-87 - 2 - Staff recommends that Council support the resolution, as submitted by the Township of Cumberland, to provide for Provincial installation standards in relation to fire safety. (4C 3 S COMMUNICATIONS DIRECTION \ CANTON CIE TOWNSHIP OF C.P., BOX 15, R.R. 3, NAVAN, ONTARIO K4B 1J1 TELEPHONE 835-2526 4► 3 - ' D I r► t_n,�J t1�� a [n\ �.Y i ' TO ALL MUNICIPALITIES OF ONTARIO MAY 20 1987 TO' !tq OF N.',':CASTLE ATTgNTIQN: Municipal Clerk CLHIk DiPARTNiENT Re: Provincial Regulations governing the supply of gas The Council of the Corporation of the Township of Cumberland at its meeting held on April 7th, 1987 endorsed the following resolution: "THAT WHEREAS the Council of the Township of Cumberland firmly believes that , for fire safety reasons , a valve shutting-off the gas line , should be installed for every block of townhouse units rather than one valve for the whole townhouse project ; BE IT THEREFORE RESOLVED THAT this be a condition for all future subdivision agreements; and THAT the province of Ontario be petitioned to include in Provincial Regulations governing the supply of gas to multiple dwellings , the requirement that an exterior shut Off valve be installed for each block of dwellings: THAT all Ontario municipalities be provided with a copy of this resolution and be asked to endorse same through the Association of Municipalities.
