THAT Fire Department Report 12-88 be received; 2.) THAT the Bowmanville 1800 Fire Wagon continue to be displayed at the Canadian Firefighters Museum in Port Hope; 3.) THAT the attached written loan agreement be approved for an i additional two year period; 4.) THAT the Agreement may be cancelled by either party giving three months notice, and i 5.) THAT the contract will automatically renew itself from year to year. BACKGROUND AND COMMENTS Fire Department Report 17-85 (attached) approved the loan and display of the Bowmanville 1800 Fire Wagon to the Canadian Firefighters Museum for a period of two years. This loan period has since expired and staff have contacted the museum to check on their intention in this regard. I A letter was received from Mr. J. Holden, Display Chairman for the museum, re- questing renewal of the loan agreement for a term of at least two more years. Mr. Holden's letter refers to the interest shown by the public in viewing the display and the museum's desire to renew the loan agreement for the fire wagon. The Canadian Firefighter Museum is a non profit organization, dedicated to re- cording, preserving and presenting the history of The Canadian Fire Service. Continued . . . . . . . i FD 12-88 - 2 - Mr. Holden has offered an open invitation to the Mayor, Members of Council, Members of the Fire Department and to all residents of the Town of Newcastle, to visit the museum this summer or attend the Museum and Ontario Fire Buff Associa- tion Muster and Parade on July 1,1988 in Port Hope. Staff would recommend that the Bowmanville 1800 Fire Wagon continue to be on loan to and displayed in the Canadian Firefighter Museum for an additional two year period with an automatic renewal clause in the agreement for additional years. AGREEMENT made this 10th day of May, 1988. BETWEEN: THE CORPORATION OF THE TOWN OF NEWCASTLE - and - THE CANADIAN FIREFIGHTER'S MUSEUM it is hereby agreed: 1.) THAT the Corporation of the Town of Newcastle will loan to the Canadian Firefighter's Museum an 1800 Fire Wagon, for display, for a period of two years from September 26, 1987 to September 26, 1989; 2.) THAT the unit will be signed indicating that it is on loan from the Corporation of the Town of Newcastle; 3.) THAT the unit will be insured by the Museum; 4.) THAT the unit would be available upon two weeks written request from the Corporation of the Town of Newcastle, for special displays; 5.) THAT the unit will be maintained while in the Museum and any associated maintenance costs would be at the expense of the Canadian Firefighter's Museum; 6.) THAT this loan agreement may be cancelled by either party giving three months notice and if no notice is given, the contract automatically renews itself from year to year. FD 17 - 85. SUBJECT: Long Term Loan of the 1800 Fire Wagon to The Canadian Firefighter's Museum. ---------------------------------------------------------------- RECOMMENDATION: It is respectfully recommended: 1 . ) THAT this report be received; 2. ) THAT the General Purpose and Admini- stration Committee recommend to Council that the 1800 Fire Wagon be made available to the Canadian Fire- fighter's Museum for display, on a two year renewable loan basis; and 3. ) THAT the attached written loan agreement be approved. ------------------------------------------------------------------- BACKGROUND AND COMMENT Recently, another request has been received from The Canadian Firefighter's Museum for the loan of our 1800 Fire Wagon, to display in their museum in Port Hope. I Concerns were raised by Committee, when the previous request and report (FD 17-84) was presented, relating to (a) retention of ownership, (b) written loan agreement, (c) did the Bowmanville Museum want this unit to display, (d) length of loan period, etc. These items have all been discussed with Mr. John Holden, the Continued. . . . i FIRE PREVENTION BEGINS WITH YOU FD 17-85 - 2 - President of the Canadian Firefighter's Museum, who has no problem complying with Committee's loan requirements and is in agreement with the attached two year loan agreement. There has also been a written request received from the Station #2 Firefighters' Association asking if this old fire wagon could be moved from Fire Station #2, to improve the working area of the Station. After a fire, hoses have to be washed, then laid out on the floor to drain and dry, and equipment has to be cleaned. The old hose wagon does contribute, to some degree, to congestion in the working area, which could be improved by removing it from this Station. The question then arises of where to store it? In view of the foregoing, I would recommend consideration of this proposal , to ensure the preservation of this historical fire wagon. Dear Chief Aldridge ; The Museum has had your 1881 horse-drawn hose wagon on display for the past two years . The agreement by which this vehicle has been available to us has expired , and please be advised that we wish to renew the agreement for a term of at least two more years . The hose wagon is the oldest unit in the display of eight vehicles and it has always drawn considerable attention from the general public . We are most fortunate to have the loan of this vehicle and trust that a renewed agreement can be arranged . This season the Museum Workshop will be open to the public ( free admission ) seven days a week and this will give the rig increased exposure.
