Ladies and Gentlemen:
The 1987 Annual Report of the Town of Newcastle Fire Department
is submitted for your review and information. The statistics
contained in this report and activities of your Fire Department
are summarized for the year ending December 31, 1987.
This Department responded to 650 emergency calls during the year.
There were no fire fatalities in 1987. The estimated total fire
loss for the year was $1,221,300, which is an increase of
$512,655 over the previous year. This increase is due primarily
to escalating property, building and content values. There were
1,165 fire inspections completed in 1987 dealing with
residential, commercial, industrial and assembly occupancies.
A new 1800 gallon tanker truck was placed in service in July,
1987 at Station #1 and Council approval was received to purchase
a new pumper, which was placed in service in October, 1987 at
Station #2, Newcastle Village.

The Department continues to investigate the cause of all fires,
both to discourage arson and as well to determine the actual
number of fires relating to any specific cause.
Deputy Fire Chief, Mr. Michael Creighton, was hired in May of
this past year and I wish Mr. Creighton a long and fulfilling
career with the Town of Newcastle Fire Department.
This year proved to be a year of change for the Department with
Council approving an increase in the full time staff complement
of two firefighters and 20 part-time firefighters. Two of our
part-time firefighters were the successful applicants for the
full time positions and commenced their full time duties in
October of 1987.
The complement for part-time firefighters is now 25 per station.
Protective turnout gear and alerting minitors have been ordered
for the 20 new part-time firefighters, who will start their basic
training in February, 1988.

I would like to congratulate Firefighters Rob Payne and Trent
Elyea on the completion of their probation period and also wish
them a successful career with the Department.
Application was made for a number of Fire Department members, who
qualified to receive the Fire Services Exemplary Service Medal.
This medal is an important recognition of the contribution that
the fire service in Canada continues to make in protecting the
lives and property of its citizens. I would like to point out
that the intent of this medal is tangible, national recognition
for exemplary service of long duration, rather than simply a long
service medal for twenty years in uniform.
The Fire Services Exemplary Service Medal was awarded to the
following recipients on August 27, 1987, by the Honourable Allan
Lawrence, M.P. on behalf of the Solicitor General's Office:

In conclusion, I thank all members of the Department for their
support, assistance and co-operation, which is vitally essential
in providing this emergency service to the residents of the Town
of Newcastle.
The Department is also grateful to the Mayor and Council for
their support throughout the year.

Where there is a loss of life by fire, or where criminal negligence
or arson is suspected, the assistance of the Ontario Fire Marshal's
Office is requested in conducting necessary investigations. During
the past year, the assistance of the Fire Marshal's Office was re-
quested in the investigation of 7 fires.

TRAINING REPORT
DEPUTY CHIEF - M. CREIGHTON
Training sessions were carried out at each Station in 1987 and
were well attended, showing an interest and desire to improve
techniques in all aspects of firefighting.
Practical training sessions were held on various topics including
chemical spills, and much attention was given to auto extrication
and rescue, which has been put to good use on several occasions
in 1987, with excellent results.
A special officer training night was conducted for District
Chiefs and Captains from all stations.
The following two members attended, and successfully completed, a
training course at the Ontario Fire College for part-time fire-
fighters. These members were Bruce Munday and Rob Payne, of
Station #1, Bowmanville.
The following courses and seminars were also attended by a
representative of this Department:
Wood Heat Safety Seminar - hosted by the Ontario Fire Marshal's
Office
Ontario Fire Code Seminar- hosted by the Ontario Fire Marshal's
Office.
Fire Crime Detection Course, Level 2 - Ontario Police College,
Aylmer.
Tours were also conducted at the Darlington Nuclear Generating
Station, to familiarize firefighters with the facility and its
operation, and a number of businesses and industries throughout
the Municipality.
Training is also being made available for all part-time members
on a daily basis at Station #1, Bowmanville, beginning in
January, 1988.
Instruction was made available for those interested in being
certified or re-certified in C.P.R. This training was provided
by two members of the Department, who are certified C.P.R.
instructors. At the present time, over one-half of the existing
Fire Department membership is certified in C.P.R. and First Aid.
