SUBJECT: Gasoline at the northeast corner of Baseline Road and Regional
Road 57.
RECOMMENDATIONS:
It is respectfully recommended:
THAT Fire Department Report FD12-89 be received for information.
BACKGROUND
At the regular meeting of the General Purpose and Administration Committee,
held on December 19, 1988, Committee passed Resolution GPA 800-88, as follows:
"The Fire Chief and Chairman of the Fire Department review the Ministry of
Environment's investigation at the intersection of Baseline Road and Regional
Road 57".
REVIEW AND COMMENTS
This matter has been reviewed by Mr. Fummerton of the Ministry of Environment,
who has provided us with a written report (copy attached) .
The responsibility and the authority to deal with this kind of problem rests
with the Ministry of Environment.
The gasoline, which is being collected from the containment system, is gasoline
which seeped into the ground during a spill, which occurred at the site about
three years ago, due to a faulty foot valve on an underground storage tank. Mr.
Bob Smith, of the Ministry of Consumer and Corporate Relations, Fuel Safety
Branch, advised that this valve was replaced immediately after the problem, was
tested and found to be in proper order.

The Ministry of Environment does not see this as a problem, however, the con-
tainment system and the costs related thereto are Sunoco's responsibility and
as noted in Mr. Fummerton's report, Sunoco is taking the necessary steps to
bring the matter to a conclusion.
CONCLUSION AND RECOMMENDATIONS
It is concluded that the problem created by the gasoline spill of approximately
three years ago is being dealt with in a proper manner and to the satisfaction
of the Ministry of Environment.
It is therefore recommended that this report be received for information.

Re : Gasoline at northeast corner of Baseline Road and
Regional Road 57
I met with staff from Sunoco on April 24, 1989, at the
V Plus gas station located at the northwest corner of
Baseline Road and Regional Road 57 . We discussed the
status and future plans relating to this incident .
A maintenance crew regularly inspects the 2 vertical
gasoline containment pipes 3 times a week . Gasoline is
pumped from the most easterly vertical containment system
whenever it appears on top of the water . This method of
removal has resulted in the reduction of the gasoline being
obtained over time. Presently, for the month of April,
4 1/2 gallons have been obtained from the most easterly
containment system. No gasoline is found at the westerly
containment system which is located on the V-Plus
property.
This method of control has continued for approximately 2
years and consequently Sunoco Inc . is anxious to end the
situation. Sunoco will be, in the near future, contacting
residents located east of the Regional Road 57 for the
purposes of gaining permission to allow the installation of
sampling probes in the backyards . The monitoring will
ensure gasoline is not migrating past the servicing
trenches located in the ditch east of Regional Road 57 .
Sunoco Inc. may propose a different *method of gasoline
removal depending upon a report generated by a consulting
company regarding these matters .
