SUBJECT: Trans Canada Pipe Lines looping proposal

It is respectfully recommended that:
1. Report No. PD-191-81 be received for
information.
Background:
On December 5, 1981 staff received the attached letter from
M. M. Dillon Limited relative to a proposed pipeline looping by
TransCanada Pipelines. The accompanying map, indicates the
extent of the proposed looping project which would extend from
the vicinity of Stevens Gulch to just north of the Hamlet of
Mitcliell's Corners. On November 10, 1981 staff met with a repre-
sentative from M. M. Dillon Limited to discuss the proposed pro-
ject as it relates to local planning matters and impacts thereon.
At said meeting, staff provided M. M. Dillon with relative planning
information such as land use patterns and Official Plan designations
and identified general concerns relative to Environmental Impacts
and disruption of Agricultural operations. It is staff's under-
standing that the study presently carried out. by M. M. Dillon is
intended to identify areas of potential concern relative to Environ-
mental, land use and social-economic issues and that prior to the
commencement of the project a Environmental Impact Assessment will
be undertaken pursuant to Provincial Legislation.

Comments:
Inasmuch as the subject proposal is only conseptual at this
point in Lime and that details of the actual extent and nature of
the looping; project are not yet available, no action is required on
the part of the Town at this time.

Dear Mr. Edwards:
M.M. Dillon Limited has been retained by TransCanada Pipelines
to prepare an environmental and socio-economic impact assessment
for four pipeline looping projects in Central and Eastern
Ontario. One of these loops, extending from MLV 134 to MLV 134a
-+- 8. 5 km for a distance of 11 . 8 km, falls within your jurisdic-
tion. The attached map shows the exact location of this loop.
Representati-ves from our Company and TransCanada Pipelines would
like to meet with your staff to obtain any information which is
available on the natural or socio-economic environment on or
adjacent to the pipeline right-of-way. A meeting would also
provide your staff with an opportunity to express any concerns
or questions about the impacts of the pipeline.
We will contact you in the immediate future to arrange a
convenient date and time for this meeting. Thank you in advance
for your cooperation.
