(416)263-2231 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF OCTOBER 26, 1981. REPORT NO: PD-176-81 SUBJECT: Base Line Community Centre - i possible change in site location. Recommendations:- It is respectfully recommended:- 1) That this report be received for information and discussion. Background: Following a period of negotiation which began in 1978 and ended in September 1980, the former public school property known as the Baseline Community Centre, became the property of Ontario Hydro. These lands were apparently required for the location of a Hydro Transmission Line. Records on file suggest that the Town has been sympathetic to the requests of the Baseline Community Centre Board in that it i has been Council's intention to replace the expropriated property with a new Community facility. The Town has retained an architect to provide basic architectual services and has negotiated with East Woodbridge Developments Ltd. over the donation of a parcel - 2 - of land located south of Baseline Road in Lot 17, Broken Front Concession. East Woodbridge Developments has previously agreed to donate two (2) acres of land for the erection of a new Community Centre at the above noted location, however, they have also offered, by letter dated September 22, 1981, to provide sufficient lands for this purpose within the New Darlington Mills Community. East Woodbridge Respresentatives now feel that the proposed Baseline Community Centre should be located amongst the central elements of New Darlington Mills. The have g y suggested that a location within the new community would be central to the residents of New Darlington and would also be more convenient for present residents than the location that has been the subject of negotiations to this point. Notwithstanding this recent offer, East Woodbridge Developments Ltd. has indicated that they are prepared to finalize the transfer of the Lot 17 property, if this is the pleasure of Council. COMMENTS Staff have reviewed the recent request made by East Wood- bridge Developments Ltd. and believe that, if a new community centre uan be justified, there is definite merit in selecting a location which would be central to the population to be served. If properly located, in relation to population and other facilities such as parks and schools, such a centre would aid in providing a functional community focus, not only for the New Darlington Mills Area, but 3 - also for existing residents and the surrounding rural community. However, staff feel that we must reiterate concerns pre- viously expressed with respect to rationalizing the need for a new centre in this vicinity. The Town is presently considering the undertaking of a Culture and Recreation Master Plan. Staff feel this exercise will address both the need and the location of this type of facility and as such this matter should be considered not in isolation but within the context of the Town's overall Master Plan for Culture and Recreation. This report generally illustrated what the new community was to be conceptually composed of and where it was to be located. During the past year, East Woodbridge staff and your planning staff have been working on the New Darlington Mills Neighbourhood plan. This plan has gone one step further, in that it has located definite land uses and road patterns. The neighbourhood plan has been submitted In final form to your planning department, and is presently being reviewed by the various governmental agencies. At the same time, we have submitted the first phase draft plan of subdivision of New Darlington Mills. 1'It.is plan too is under circulation for comments by the various g0VCt-1)1j1elitnl agencies. The New Darlington Mills Community as you know will be oriented primarily north of Baseline Road and all of the essential neighbourhood elements to service the needs of the future resident such as schools, parks, commercial elements shall be located centrally within this plan. We strongly feel that the proposed Baseline Community Centre should be located amongst the central elements of the New Darlington iIjlls plan, :since, people's attention shall be oriented and shall be fOcltSed internally to the neighbourhood. Further, we feel that the Community Centre will not only br' central to the needs of the residents of New Darlington, but it shall be more central to the needs of the existing residents of BOM"aliville West . j Our neighbourhood plan provides several areas for parkland purposes. We suggest that this is one of the attributes whi(•It is conducive for a successful recreational complex, and we would reconunend a site be taken adjacent to these areas.
