REPORT TO THE GENERAL PURPOSE AND ADMINISTRATIVE COMMITTEE I
MEETING OF OCTOBER 26 , 1981.

SUBJECT . Environmental Impact Analysis for the
Courtice Urban Area.
Recommendations :
i
It is respectfully recommended:
1 . That this report be received by the
Committee ; and
2 . That Report P-94-81 (tabled May 25 , 1981)
and Report P-130-81 (tabled July 20 , 1981)
now be lifted from the table and considered
in light of the comments received from the
Region of Durham.
Background:
As outlined in Report P-94--81 , the Courtice Environ-
mental Impact Analysis has been prepared in accordance with
the requests of the Courtice Urban Area Plan. Staff have
indicated, in report P-94-81, that the study meets the re-
quests set out within the Official Plan and that the recom-
mendations contained therin used as guidelines for the
preparation of Neighbourhood Development Plans , evaluation

of specific development P p proposals , and as a basis for review

of land use designations and policies in both the Regional
and Darlington Official Plans .
As the Committee is no doubt aware , consideration of
Report P-94-81 and Report P-130-81 , relative to final pay-
ment for the study , had been tabled pending receipt of
comments from the Region of Durham. These comments have
now been received.
Comments :
Comments contained in Commissioners Report 81-197
(attached) indicate that Town Staff have met with Regional
Planning and C.L .O . C .A. staff in order to ensure consistant
interpretation of the Environmental Analysis findings and
recommendations . Regional Planning staff are now confirming
that the Gartner Lee Environmental Impact Analysis may be
used as a guide in the preparation of Neighbourhood Devel-
opment Plans , insofar as :
i) the lands identified in the Environmental
Impact Analysis as "Environmental/Hazard
Areas" and "Open Space Areas" will be non-
developable ;
ii) thatlands identified as "Special Policy Areas"
will not be developed unless detailed hydrological
studies prepared to the satisfaction of the
Conservation Authority indicate such is feasible ;
and
iii) that the lands itentified as "Urban Residential
Areas" will develop on the basis of sound
engineering and planning practices to conserve
as much as possible, important wildlife habitat .

Commissioners report 81-197 also indicates that an agree-
ment has been reached whereby :
Staff from the Conservation Authority will be in-
volved in the preparation of the Neighbourhood
Development Plans . Subsequent to the preparation
of such plans , Newcastle staff will be recommending
any necessary amendments to the Durham Regional
Official Plan or the Official Plan for the former
Planning Area of the Township of Darlington. Staff
from the Conservation Authority are satisfied that
this constitutes a reasonable approach to their
environmental concerns for this area.
Regional Planning Staff feel that:
The Environmental Impact Analysis prepared by Gartner
Lee Associates Limited will enable the Town of Newcastle
to resolve the sensitive environmental matters prior
to development through the preparation of neighbourhood
development plans for the northeast portion of Courtice
Urban Area.
