SUBJECT: Extension of Draft Approval (18T-76071)
Part of Lot 14, Concession II
Town of Newcastle (Luverme Investments Ltd.)

RECOMMENDATIONS:
It is recommended that:
1. That this report be received, and
2. That Council adopt the following resolution:-
"That the Council of the Town of Newcastle
hereby requests the Minister of Municipal
Affairs and Housing to extend the draft
approval of Subdivision 18T-76071 for a
further twelve month period to March 22nd,
1983."
3. That the request in (2) above be forwarded

to the Ministry of Municipal Affairs and
Housing and that Luverme Investments Ltd.
be so advised.
BACKGROUND AND COMMENTS

Staff have reviewed the attached request and note that the
draft plan approval has not been extended since the plan was
originally approved in March of 1979. As provided in Section 33(12a)
of the Planning Act, if the Plan is not given final approval by the
Minister within three years, the draft approval shall lapse.

Given the circumstances noted in the request, staff feel
that it would be reasonable to extend the draft approval for an
additional twelve months, to March 22, 1983.
Staff feel that the status of the Plan should be reviewed
again early in 1983.

Re: Extension of Draft Plan Agreement
on lot 14, Concession 2, Town of
Newcastle
His Worship Mayor Rickard and Members of Council:
As mortgagee of the above property, we just recently had to
take title back on same, after going through rather lengthy
foreclosure procedures.
We find that there is an approved draft plan on this property,
calling for fourteen, two acre estate lots, which unless extended, is
due to expire on March 22, 1982.
Due to the lack of available money for servicing this property
and the extremely high interest rates we presently have, and it
would seem, shall continue to have for possibly another year, it is
not feasible for us to register this plan at this time. We do
agree with the zoning of the property (residential estate lots) and
would like to develop this property properly that it would be a top
residential area, consistant with the existing houses to the north
and south of the subject property.
We would respectfully ask the members of council for the
