SUBJECT: Proposed Site Plan Agreement - British Bulldog
Limited and D.R. Agencies (Sandringham Inc.) ,
Part of Lot 33, Concession 2, former Township
of Darlington.

RECOMMENDATIONS:
It is respectfully recommended that the Planning and Development
Committee recommend to Council the following:-
1. That Report P-159-81 be received; and
2. That the attached Site Plan Agreement between the Town
and Sandringham Inc. be approved in principle; and
3. That the attached By-law authorizing the Directors of
Planning and Public Works or their Deputies to approve
the subject Site Plans in respect of the British Bulldog
Restaurant/Tavern.
4. That the attached By-law authorizing the execution of a
site plan agreement between Sandringham Inc. and the Town
be approved.
BACKGROUND:
On March 3, 1981, staff received an application for site plan
approval from the British Bulldog Limited in respect of a site located
on Townline Road, south of Highway 2 (part of lot 35, concession 2) .

Said application was submitted concurrent with an application for
rezoning (Z-A-1-6-7) , which was subsequently denied by Council.
However, shortly after receiving the aforementioned applications,
staff were advised that the applicant would be pursuing the develop-
ment of the proposed restaurant/tavern on an alternative site located
on the north side of Highway 2 opposite Prestonvale Road in Courtice.
Accordingly, the application has been revised and resubmitted for the
Town's review and approval.
COMMENTS:
In accordance with the Department's procedures, this application
is presently in circulation to affected agencies and departments for
review and comment. Owing to staff's involvement and input provided
at the early stages of this proposal and our critical review of prelim-
inary site plans submitted in respect of a previous application for minor
variance, we do not anticipate any major problems. The attached draft
of a site plan agreement has been prepared by staff and discussed with
the applicants and, we believe, addresses all matters and concerns relative
to the site's ultimate development. Our suggested course of action is
similar to that approved by Council in respect of the Graham Rubber Company
and would permit staff to finalize processing the application, approve the
site plans and permit the Mayor and Clerk to execute the final agreement

without the necessity of returning to Committee and Council. We are again
suggesting the delegation of site plan approval to the Directors of Plan-
ning and Public Works or their Deputies in order to facilitate early issuance
of building permits and commencement and completion of the project by year
end. If the Committee wishes to proceed in this manner, it would therefore

be appropriate to approve the recommendations of this report.
