Reviewed by: Franklin Wu, Director of Planning Services Chief Administrative Officer BR*L T*DJC*sn March 12, 2002 CORPORATION OF THE MUNICIPALITY OF CLARINGTON 40 TEMPERANCE STREET, BOWMANVILLE, ONTARIO L 1C 3A6 T 905-623-3379 F 905-623-0830 REPORT NO.: PSD-G11-G2 Addendum PAGE 2 1.0 BACKGROUND 1.1 At the March 4, 2002 Public Meeting for the proposed street name change request of "George Manners Street" to "Yates Road", the General Purpose and Administration Committee tabled Report PSD-011-02 and requested staff to consult the Newcastle Village and District Historical Society and Mr. Famcomb Le Gresley about the acceptability of changing "George Manners Street" to "Bond Head Street". 1.2 Staff reviewed the possibility of changing "George Manners Street" to "Bond Head Street" with Mr. Myno Van Dyke, President of the Newcastle Village and District Historical Society, other society directors and members, and Mr. Farncomb Le Gresley. The response is as follows: . The Newcastle Village and District Historical Society feels the name "George Manners" should remain unchanged. (See Attachment 1) · Mr. Le Gresley prefers the street name "George Manners" remain unchanged. However, if Council sees fit to change the name he would prefer it be changed to "Bond Head". 1.3 Another nearby resident, Mr. Bill Skitch wrote to the Mayor (Correspondence Item D-1), suggesting that he would support a change of the street name of "George Manners Street" to another name of historical significance or "Bond Head Boulevard". 1.4 If Council deems it appropriate to endorse changing the name to "Bond Head Street", this proposed street name change must be advertised in the local newspaper (The Canadian Statesman) for four (4) consecutive weeks as per the requirements of the Municipal Act. It is estimated this advertising would cost $1,900.00. 2.0 CONCLUSION 2.1 Given the above positions, staff support the recommendations contained within Report PSD-011-02. It is our understanding that another option was presented at the recent Council meeting on Monday, March 4, 2002. This option was that the street in question be re-named Bond Head Street. After discussion, the Directors unanimously agreed that the name "George Manners Street" is the appropriate name and that they are not aware of any valid reason to change it to another name. In summary, the Directors of the Newcastle Village and District Historical Society oppose the change of the name of this street (for the reasons addressed in our letter dated Feb. 13/02) and respectfully request that the existing name of the street "George Manners Street" be retained. George Manners Street is maintained year-round by the Municipality between Metcalf Street and Queen Street. South of Queen Street to Boulton Street the road allowance is unopened (Attachment 7). 1.2 Council, on October 29, 2001, passed a resolution notifying Ms. Yates of the procedure for changing a street name and directed them to make an application to the Planning Services Department. 1.3 On December 10, 2001, Planning Services received an application from Ms. Norma Yates requesting the street name change (Attachment 2). 1.4 Twelve (12) properties would be affected by any name change. Staff would note there are only nine property owners, including the Municipality. Only one property owner, the applicant, has a residence on the street. Any name change will affect both the open and unopened portions of George Manners Street. 2.0 PUBLIC NOTICE 2.1 Pursuant to the provisions of the Municipal Act, the proposed name change was advertised for four (4) consecutive weeks in The Canadian Statesman/Clarinqton This Week. In addition, it was advertised for two (2) weeks in the Orono Weekly Times. 2.2 As a result of the public notification process, there has been one telephone inquiry and four written submissions. The telephone inquiry was from a relative of one of the property owners. The caller noted the Yates name was not as historic in Bond Head as some other family names and using the name could possibly set a precedent for people applying to have streets named after themselves. REPORT NO.: PSD-011-02 PAGE 3 2.3 Mr. Sam Cureatz, representing a family owning land on the street, submitted a letter dated February 13,2002 (Attachment 3) noting the historicity of the George Manners name. He also stated they owned more land on the street than the Yates and their family name should be considered if the street name is changed to a family name. In the interim if a change is deemed necessary, the suggestion of "Bond Head" Drive or Boulevard was put forward. 2.4 Mr. Bill Skitch, a resident affected by any name change stated that while he was not a deep roots resident of the community, he respected and appreciated the historical significance of names which preserve a community's past (Attachment 4). As such he would not see the merit in this application to change the name. 2.5 Mr. Myno Van Dyke, on behalf of the Newcastle Village and District Historical Society advised that the Historical Society at their Directors meeting on February 12, 2002, endorsed a motion opposing the name change request (Attachment 5). Mr. Van Dyke's letter goes on to state: "The Hanning Plan of 1868 clearly shows this street as "Manners". This street was originally called "Manners Street" after George Manners who was an important historical figure in the development of the community of Bond Head. 2.6 Mr. Famcomb Le Gresley not only commented through the above-mentioned lawyer but he prepared his own submission (Attachment 6) stating his strong objection to the name change request, his deep family roots in Bond Head and his extensive property holdings on George Manners Street. He also defended the "George Manners" name choice. 3.0 STAFF COMMENTS 3.1 Ms. Yates noted in her original letter to Council that there was confusion over the name of George Manners Street. Staff consulted with the Durham Regional 911 Dispatch Centre and Clarington Emergency Services Staff. They indicated that they had never heard of confusion of any kind associated with the "George Manners" street name. REPORT NO.: PSD-011-02 PAGE 4 3.2 Ms. Yates provided a copy of their electricity bill, which spells their mailing address incorrectly as "George Mannors" and indicates that their services address is "573 Manvers Road". There is no such address in Newcastle Village. It is suggested that the incorrect address information could be clarified with Veridian through a telephone call. 3.3 As noted in Mr. Van Dyke's letter, a similar request to change the "then" street name of "Manvers Street" to "Yates Street" was put forth to Council for consideration in 1990. The Historical Society noted at that time in their submission the original Hanning Plan for Bond Head illustrated the street name in question as "Manners", not "Manvers" Street. The Beldon Historical Atlas of Northumberland and Durham Counties. published in 1878, however, showed it as Manvers, apparently, a misspelling of the original name. The Historical Society went on to note George Manners originally purchased all the land in Lot 27 and part of Lot 28. Broken Front Concession in 1837. In 1838 he organized and was a charter director of the Bond Head Harbour Company. 3.4 In view of this information, Council in 1990 denied the request to change "Manners Street" to "Yates Street" and authorized staff to initiate a name change to "George Manners Street". 3.5 The Municipality has traditionally accepted proposed street names that reflect a historical connection' within Clarington. Furthermore, Council as of May 2001 expanded this policy to include the use of war dead and war veterans' names. 4.0 CONCLUSION 4.1 In the light of the above comments staff does not support changing the name of "George Manners Street" to "Yates Road" and respectfully recommends the request be DENIED. It was called Manvers Street, and we are the only house on this road. There is a Manvers street in the centre of Newcastle village, which houses many families. For some unknown reason someone changed the name of our street to Manners and this has caused even more confusion than the last name did. For one thing I don't think anyone can discern the difference between Manvers and Manners. We have had ambulances arrive, carpets dropped off, and even the police to arrest someone we had never heard of - quite frightening really! As we are the only family on the street and have been there well over thirty years we would really like it to be named Yates Street, Avenue, or Boulevard, or at least something very distinct from Manners or Manvers. I would like to point out that never before have we filed an application or sent in any fees. As for our neighbours, we haven't any on our street, we are the only ones, The neighbour that wished the name change from Manvers to George Mapners was Herb Taylor. The historical board have no interest in the subject and we have canvassed the neighbours and no one seems to care what the street is called as no one else lives on it, The house was there for about 150 years with no street sign of any kind, "Manvers" was the name on the old Hanning Plan and our tiny road was just a continuation ofthe Manvers Street in the village north of us which has many residents. I am enclosing a copy of our electrical bill which is just one of many I can send you with the confusing address of 573 Manvers Page 2. Road, which I have highlighted for you. It is also addressed to 26 George Manors St. Conversely, many of our bills and statements are not getting to us, or arriving very late after going to others first. It seems the last change was the work of one man, namely Herb Taylor who requested the name George Manners Road for our tiny lane and it has caused us no end of trouble. I hope you can see your way clear to granting our request. Please be advised that my clients object to the name change for the fOllowing reasons: 1.George Manners was, I believe the first Harbour Master for the Port of Newcastle and hence there is a historical reason why the name should remain the same. 2. My clients between them own the rest of the properly on either side of the street snd if anything the street should be named by their surname. However. this is not their intention. I have seen in the local newspaper that there is an application, PLN 25.1.43, which proposes to change the name of George Manners Street to Yates Road. While not a deep-roots resident of the community, I respect and appreciate the historical significance of names which help preserve a community's past I cannot see any merit in this application to change the name, and would vote' no' to the proposal if such a vote were requested. This street was originally called "Manners Street" after George Manners who was an important historical figure in the development of the community of Bond Head. In 1990, there was an Identical proposal to change the name of this street which was properly dealt with by The Corporation of the Town of Newcastle. This proposal was in response to some confusion between "Manners Street" and "Manvers Street" in Newcastle. The Newcastle Village and District Historical Society provided input and assIStance and an excellent deci~ion was made to rename the street "George Manners Street". We are now qurte pu=J.ed as to why this identical scenario is being brought up again twelve yedrs later. There should be no confusion now. There are numerous other streets in Newcastle that have slightly sinUlar names. For example. Graham and Sydenham (both have "ham" in them) Rutherford and Standford both have "ford", Lakeshore and Lakeview both have "lake", Willow and Wilmot, Hart and Arthur and so on. There is no valid reason for re-naming these either. I have attached three documents. One is from the Corporation of the Town of Newcastle, dated February 13, 1990, which outlines the denial of ch.mgmg the name to "Yates" .md approval of changing the name to "George Manners Street". George l'Ialmera purohaaed all the land in Lot 27 and part of Lot 28 BJ', now BoIId Head, in 18'7. In 18'8 he orge.nized and was a charter director of the Bond Bead Harbour Company. In view of the above iDf'o~tion we "Ould suggest that the street be renamed George Manners Street. File PLN 25.1.43 Prooosed Street Name Cbanl!e-Georl!e Manners Street Dear Mayor Mutton: I wish to state my strong objection to the proposal to change the name of "George Manners Street" to .Vates Road". My family have resided at Ebor House, on property which extends from Mill Street to George Manners Street, for approximately 150 years. I now own all of the land on the east side of George Manners Street from Metcalf Street on the North to Boulton Street on the south. George Manners Street was originally Manners Street, being historically named after one of the prominent persons in the early days of Bond Head and Newcastle. In 1990 there was an identical proposal to rename this street, then named Manners Street, to avoid an apparent conflict with Manvers Street. At that time Manners Street was renamed George Manners. By so doing, the name conflict was completely resolved and the historical significance of this street was at the same time greatly enhanced. In summary, being the major land owner on George Metcalf Street, and having significant ancestral roots in Bond Head and Newcastle and an appreciation for the heritage of this municipality I strongly object to this Proposed Street name change.
