SUBJECT: Request of Mr. I. A. Hamilton, on behalf of the
Canadian Imperial Bank of Commerce to purchase
a portion of Sabra Street, Village of Orono
(Council Resolutions C-777-81, C-778-81)
RECOMMENDATIONS:
It is respectfully recommended that:
1. This Report be received; and
2. Mr. I. A. Hamilton be advised that the Town is not
prepared to convey any portion of Sabra Street at this
time; and
3. The necessary By-laws be prepared to close Sabra Street
and the short section of Water Street which connects

Sabra to Station Street.

BACKGROUND:
By letter dated July 6, 1981, Mr. I. A. Hamilton, on behalf
of the Canadian Imperial Bank of Commerce informed Council that the

Bank was purchasing Lot 13, west of Main Street in the Village of Orono.

He also indicated that his clients were interested in purchasing
all or part of Sabra Street to the depth of Lot 13.
Sabra Street is not a travelled Road and it would appear
unlikely that the Town would ever wish to construct Sabra and the
adjoining Water Street as public roads. The road right-of-way is
narrow, and the adverse topography precludes any further development
in the area.
The valley lands that lie north and west of Sabra Street
are owned by the Town of Newcastle (approximately 9 acres) . These
lands are treed and rugged and it would seem reasonable to suggest
that the best use for these lands would be recreational. The site's
characteristics would lend themselves well to the development of nature
trails.
If nature trails are developed on these valley lands at some
point in the future, the design and usability would be greatly enhanced
if there was a link between this recreational area, and the built-up
part of the Village. Sabra Street could provide this link and, in fact,
is one of only two resonable access points to the site. Given the steep
slopes along the Station Street frontage, the elimination of Sabra Street
would limit access to the Town-owned land to one point near the northern
extremity of the property (see copy of plan attached) .
Given the unlikely prospect of ever using Sabra and the short
section of Water Street, which joins it to Station Street as public high-
ways, it would now be considered "good housekeeping" to close Sabra and

and Water Streets in order to avoid any future problems related to
the status of these streets. The Town should, however, retain owner-
ship of the right-of-way.
