RECOMMENDATIONS:
It is respectfully recommended that:
1. Application for rezoning number Z-A-3-13-10 be
approved; and
2. The attached By-law 81-�A be forwarded to Council
for approval; and
3. The Region of Durham be advised of Council's action.

BACKGROUND:
I
The subject application requests an amendment to the Newcastle
Village Restricted Area (Zoning) By-law to rezone an 802.0 square metre
(8360 square feet) parcel of land fronting on George Street in the Village
of Newcastle. The applicant is requesting this rezoning in order to per-
mit the severance of a lot which would otherwise not conform to the min-

imum lot frontage of the existing RI zone.

The site is designated "Residential" in the Region of
Durham Official Plan. The proposed residential development is
permitted under this land use designation. Section 8.1.3.1 of the
Plan would allow residential development in areas which are fully
serviced by municipal water and sewage systems. In this regard,
the proposal would conform to the policies of the Durham Official
Plan.
The site is presently zoned 'Rl' Residential in the Newcastle
Village Zoning By-law. The proposed By-law would change the zoning
of this property to an 'R2' Residential classification in order to
permit the aforementioned severance and the erection of a single family
dwelling.
The application was circulated to the Durham Planning and
Works Departments, the Newcastle Works Department, the Newcastle Fire
Department, the Newcastle Building Department and the Newcastle Hydro-
Electric Commission for comment.
The following comments were received:
The Durham Planning and Works Department
"Please be advised that the subject site is designated
"Residential" in the Durham Regional Official Plan. The
proposed zoning amendment from R1 to R2 conforms.
With respect to Regional services, full municipal services
are available to the frontage of the subject land abutting
George Street. In addition, the Region's concerns, financial
and otherwise, will be covered under the conditions to be imposed
on the related consent application LD 204/81."

By--law No. 81- 92
being a By-law to amend Restricted Area By-law
Number 79-44, as amended, of the former Village of
Newcastle.
WHEREAS the Council of the Corporation of the Town of Newcastle
deems it advisable to amend Restricted Area By-law Number 79-44,
as amended, of the former Village of Newcastle.
NOW THEREFORE the Council of the Corporation of the Town of Newcastle
ENACTS as follows:
1. Schedule 'A' to By-law Number 79-44, as amended, is hereby
further amended by changing to "R2" the zone designation of
the lands designated "ZONE CHANGE TO R2" on the attached
Schedule 'X' hereto.
2. This By-law shall come into effect on the date hereof, subject
to the provisions of Section 35(10) of the Planning Act.
