SUBJECT: Revisions to Draft Approved Plan 18T-76011

RECOMMENDATION:
It is respectfully recommended that the Planning and Develop-
ment Committee recommend to Council the following:
1. That Report P-123-81 be received; and
2. That the requested revisions to draft Plan 18T-76011 be
approved; and
3. That the Ministry of Housing be advised that Council of
the Town of Newcastle requests the Minister of Housing to
revise draft approved plan of subdivision 18T-76011 to re-
duce the number of lots from 236 to 208 single family lots;
and to replace Block 'T' with lots 207 and 208; and to
delete reference to Block 'T' from Minister's Condition 13
of the approval dated January 29, 1981, in accordance with
the attached plan. The Council of the Town of Newcastle
further requests that all conditions of draft plan approval

applicable to 18T-76011 remain applicable to the plan
as revised and all references to lot numbers be amended
accordingly.
BACKGROUND:
On October 9, 1979, Town Council recommended approval of draft
plan of subdivision 18T-76011 subject to specific conditions. On January
29, 1981 the Ministry of Housing approved said plan of subdivision to per-
mit a total of 236 single family lots. 2 blocks for open space purposes,
1 block for walkway purposes, 1 block for park purposes, 1 block for a hydro-
electric substation, 2 blocks to be developed in conjunction with adjacent
lands and 1 block to be reserved for further development.
On April 27, 1981 staff received a request from the applicants
that the Town consider revisions to the draft approved plan as follows:
1) Firstly, that the number of lots be reduced from 236 to
208 single family lots to permit the Owners to market larger
lots with an approximate minimum size of 480 square metres
(5165 square feet); and
2) Secondly, to request a revision to Minister's Condition 13
to replace Block 'T', to be reserved for future development,
with lots 207 and 208 in recognition of the O.M.B. decision in
respect of the arterial road location which makes Block 'T'
unnecessary.
COMMENTS:
In accordance with the Department's procedures for processing
such requests, the proposed revisions were circulated to a number of relevant
departments and agencies for comment. No new concerns or objections were

identified as a result of the circulation. In view of this, and the
fact that the requested revisions would result in a net reduction of
thirty (30) lots, staff have no objection to approving the requested
modifications. All other conditions of draft plan approval remain
applicable.
CONCLUSION:
Inasmuch as the requested revisions to draft plan 18T-76011
would not alter the intent of Council's recommendation for draft plan
approval dated October 9, 1979; and inasmuch as no new concerns or
objections have been identified during the course of our staff review;
we recommend that Council, by resolution, advise the Ministry of Housing
that it has no objection to the proposed revisions.
