REPORT TO THE PLANNING AND DEVELOPMENT COMMITTEE MEETING OF JUNE 8,

SUBJECT: Meeting on Group Homes
File: 11.1.5
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received for information and
discussion.
BACKGROUND & COMMENT:
At the Planning and Development Committee meeting of May 11,
1981, the attached report P-90-81 was considered, and the following
resolutions adopted:
PD-179-81 and PD-179-81
"Resolution #PD-178-81
Moved by Councillor Taylor, seconded by Councillor Woodyard
THAT the recommendation in Report P-90-81 relative to Group
Homes - Files 11.1.5 & 80-1/D be endorsed and
1) Report P-90-81 be received
2) The Planning and Development Committee of Council convene
a meeting with the Newcastle Social Planning Council to
discuss possible amendments to the Restricted Area By-laws
of the Town of Newcastle to recognize existing Group Homes
and provide a procedure by which new group home proposals
may be evaluated '

3) The Deputy Clerk be requested to arrange for the joint
meeting with the Social Planning Council.

Moved by Councillor Hubbard, seconded by Councillor Prout
THAT the foregoing resolution be amended by deleting 'Newcastle
Planning Council' and substituting 'Regional Social Services
Professional staff' .

At the Town Council meeting of May 19, 1981, Council amended
the Committee's recommendation, by adopting the following resolution:
"C-604-81
THAT the foregoing report (Item 6 of the Planning and
Development Committee report of May 11, 1981) be amended
by adding that the meeting include representatives from the
Social Planning Council."
Following from the above-noted matters, staff forwarded the
attached correspondence to members of Committee for their information.
Staff suggest that the attached staff report should be discussed
in an informal manner with the invited participants.

BACKGROUND.:
Thera: )ias been considerable debate about the location of
group homes in residential areas in municipalities in Ontario.
SOMO time ago, the Province issued guidelines for the planning of
group homes in municipalities in the Province. Municipalities have
been requested to recognize group homes in residential areas through
making Chem .:3 poriititted use In municipality's Restricted Area Zoning
By-laws. Group homes are intended to provide a home-like, family-
style erivironm,.rut for persons requiring special care or supervision
A group hones 4s defined by the Government as, "a single housekeeping
unit in a remidontial dwelling in which three to ten residents live
as a family under responsible supervision consistent with the require-
merits of Its jes
Wents . The home is licensed or approved under Provin-
cial Statute incompliance with municipalities ' By-laws . "
In order to implelitent the Planning Guidelines referred to above
and the WHting Official Plan policy of the Region of Durham, it would
be aPPY0PrL;3LV for the Town to amend its various Restricted Area By-laws
to recognize quoup homes With.In residential zones and potentially es-
tablish an appropriate standard for regulating the minimum distance
separation &Lween such uses .
In ?.,ho early part of 1980, the Town of Newcastle was requested
to comment uo Official Plan Amendment 80-1(D) , which now approved, pro-
vides for LK ustablishuwiTIL of separation criteria between group homes.
The amendment:, Number 47, to the Regional Official Plan is attached for
information, In response to the Region's request for comments on the
f forwarded Report P-36-80 to the Planning and Duveloluix,,11t
Committee (c:,,py attached) for a recommendation to Council . The Planning
and Duve toponut Committee accepted staff's recommendations and
forwarded Chum to Council for consideration, Town Council referred
the recomnwndn L Lon back to staff at the meeting of March 1.0, 1980:
"to review and advise Council via the Planning and
Devo [OPMOUt Committee Of the financial and social
Impav; which could result to this municipality. "
Since WaL Uime, staff have also been requested to report
to the Planning and Development Committee on correspondence received
from the Durham Regional Board of Health in respect of group homes
(copy attached) .
Duc Lo other constraints on staff time , staff have not been
in a L)OSWUA to report on this matter until this time .
COMMENI':
Furthor to staff report P-36-80, staff believe that the Town
should amend As Zoning By-laws to recognize existing group homes III
the .municipaWy as permitted uses within residential areas and to
provide for locational criteria for the establishment of new group
homes in Go municipality. Staff have considered the financial and
social imp"m of group homes and feel at this time that by recognizing
existing group homes only, a process whereby new applications cap be
individually Ncrutinized, would be most appropriate for the Town. Staff
have not aLtomptud to perform a detailed financial analysis of the impact
group honws Win as this matter Is felt to be essentially beyond the scope
of the loc"J Planning Department and its responsibilities In Implementing
the Regional Official Plan policy . The financial Impact of group homes
would best bo addressed through Regional Social. Servicus or the
Ontario Socretariate, for Social Development jagencies responsible
for health caro policy,
In respect. of the social Impacts of group homes , staff re-
cognize thane us as number of different social groups may reside In a
group home , QNch different group having different needs, that there
may be purcAved social Impacts as well as real impacts felt by the
residents of both Lhe existing residential neighbourhood and the
group homo , In this regard, staff feel that it is important to provide
a system whmrvby the Potential impact,perceived or' real,may be evaluated
by Town Council. Staff believe that existing residents of residential
areas should have the opportunity of reviewing group home Proposals in
their area and siluld have the opportunity of understanding those facilities
particularly :a;; they relate to their immediate neighbourhood.
Wit have not., at this tine , prepared specific aneudl)'eFlts to
the Town Zoning By-laws, rather staff recommend that prior to undertaking
such work that further information and discussion take place with the
Newcastle Soul al Planning Con.ncil, who are familiar with group hones and
are knowledgeable in the matters discussed above . Staff note that additional
information in respect ot group homes is available through the Planning
and Devvjopm,,•n( f)e pa 1-t111,11t and that if members of Committee require specific
information WaL staff can make that available .

At a recent rry.eting of -the Newcastle Planning and Develop-
ment Connn.fttoo, the attached Staff Report was discussed with a view
of convening <a meeting with you and your staff and members of the
Newcastle Planning and Development Committee to discuss the impact
of Group Honxl:, in the. Town of Newcastle.
The C; ,iuuiittee passed a resolution to the effect that Regional.
Social Se:rv.cus professional staff be invited to an upcoming Planning
and Developme"L Committee meeting to offer coiNnents on the implications
Of Croup Homan. This meeting would be an informal discussion for the
purposes of providing information to Committee members so that they
noy further- evaluate the attached Staff Report.
It would be greatly appreciated if you could attend the Planning
and Development- Committee meeting of June 8, 1981, to be convened in
Courtroom 2, 13rn4manvil.le Court House , at 9: 30 a.m. Thank you very much

At the Planning and Development Committee meeting of May
11, 1981, the attached report in respect of Group Homes was con-
sidered by the Committee. The report, on being considered by 'town
Council at their meeting of May 19, 198.1, was again discussed with
a view of leaving members of the Social Planning Council and Regional
Social. Services staff in attendance at an upcoming Planning and Develop-
ment Committed meeting to offer continents on the implications of Group
Homer. This meeting would be an informal discussion for the purposes
of providing information to Committee members so that they may further
evaluate the attached staff report. It would be greatly appreciated
if you could attend the Planning and Development Committee meeting of
June 8, 1981, to be convened in Courtroom 2, Bowmanvill.e Court House,
132 Church Street.
