THAT Report EGD-47-02 be received; 2. THAT the intersection of Middle Road and Concession Road 4 be changed to an all- way stop with the installation of a stop signs on Middle Road to control northbound and southbound traffic; and 3. Reviewed by: Director of Engineering Services ~~ ~ Chief Administrative Officer RDB*ASC*ce October 11, 2002 if CORPORATION OF THE MUNICIPALITY OF CLARINGTON 40 TEMPERANCE STREET, BOWMANVILLE, ONT,;JRIC} L 1C 3A6 T 905-623-3379 F 905-623-9282 713 REPORT NO.: EGD-47-02 PAGE 2 1.0 BACKGROUND 1.1 A number of residents, including Marsha Richter, had requested that the Municipality review the safety at the intersection of Middle Road and Concession Road 4 due to the limited sight lines. 2.0 COMMENTS 2.1 Intersection Alianment and Siahtlines: The hardtop surface at the intersection is skewed to provide continuous northbound/southbound movement through this location where the road allowances do not properly align. Westbound motorists stopped at the stop sign have good visibility to the south but must creep out beyond the large evergreen tree into the intersection to see northerly a distance of 125 metres. Truck drivers or those operating a snow plow have difficulty seeing under the tree canopy and have very limited sight distance. Motorists travelling eastbound have a vision of 125 metres to the north but only 85 metres to the south due to obstruction from a farm fence and hydro pole on the southwest quadrant. Northbound traffic, which presently has the right of way, must veer left through the intersection to follow the road alignment and avoid a large evergreen tree situated on private property. Southbound traffic, which presently has the right-of-way must veer left to avoid a wooden utility pole. Due to the curve within the intersection, northbound or southbound motorists, during dark or adverse weather conditions, may perceive the stopped vehicles as being within the travel lane and cause additional confusion. 2.2 Corrective Action -Options Reconstruction: Future development as it moves north would see this intersection reconstructed with an improved alignment and proper sight lines, however, those road works are still many years away. The adjacent property owners are not currently interested in seeing trees removed or their lands altered to correct the intersection deficiencies and would prefer to see an all way stop introduced to improve safety. 714 '. REPORT NO.: EGD-47-02 PAGE 3 Flashinq Lioht: A flashing light over the intersection could draw attention to a visual problem but often does not affect motorists speed once they are familiar with the area. The intersection is presently accident free over the past three years and a flashing light should only be introduced where other measures have been tried first and addition waming is required. All Way Stop: At present, an all way stop is not warranted based on either existing traffic volumes or recent collision history. The limited sight lines however do make this intersection a candidate for an all-way stop as the visual limitations can not be readily improved while traffic volumes on Middle Road will continue to increase and thereby increase the risk of collisions. The report went to GPA yesterday and it was regarding the intersection at Middle Road and Concession Road 4. A second neighbour has come forward and asked that she be kept advised of what is happening: Eleonora Simmons 4432 Middle Road Bowmanville, ON L 1 C 3K2 The report recommended what the neighbours wanted, an all-way stop, so there shouldn't be any further correspondence as long as Council passed the report. Catherine Eisan 1 , THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON BY-LAW 2002- Being a By-law to amend By-law 91-58, as amended, being a By-law to Regulate Traffic on Highways, Municipal and Private Property in the Municipality of Clarington, WHEREAS the Council of the Corporation of the Municipality of Clarington deems it desirable to amend By-law 91-58; NOW THEREFORE the Council of the Corporation of the Municipality of Clarington hereby enacts as follows: 1) Schedule XVI "STOP SIGNS" of By-law 91-58 is amended by: A) Adding the following reference: Column 1 Intersections Column 2 Facinq Traffic Middle Road and Concession Road 4 (Darlington) Southbound on Middle Road Middle Road and Concession Road 4 (Darlin9ton) 2) Schedule XV 'THROUGH HIGHWAYS" of By-law 91-58 is amended by: Northbound on Middle Road A) Deleting the following reference: .. Column 1 Intersections Column 2 Facinq Traffic Column 3 To Scugog Street and Middie Road in Combination (Bowmanville) B) Adding the following reference: South limit of Durham Regional Road 4 North limit of King Street West Column 1 Intersections Column 2 F acinq Traffic Column 3 To North limit of King Street West South limit of Concession Road 4 Scu909 Street and Middle Road in Combination (Bowmanville) 3) This By-law shall come into force and take effect on the date approved by the Council of the Regional Municipality of Durham and when si9ns to the effect are erected, BY-LAW read a first and second time this 28th day of October 2002, BY-LAW read a third time and finally passed this 28th day of October 2002, John Mutton, Mayor Patti L.
