IMPLEMENTING ZONING BY.LAW FOR COURTICE HIGHWAY 2
CORRIDOR/MAIN CENTRAL AREA SECONDARY PLAN
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PSD-006-02 be received; and,
2. THAT Committee authorize Staff to schedule a statutory public meeting for the
rezoning application (ZBA 2001-027), as initiated by the Municipality of
Clarington, to implement the proposed Courtice Highway 2 Corridor/Main Central
Area Secondary Plan FORTHWITH.

1.0 APPLICATION DETAILS
1.1 The purpose of this report is to seek Council's authorization for staff to advertise
for a Public Meeting for the Zoning By-law to implement the Courtice Highway 2
Corridor/Main Central Area Secondary Plan, This includes the Courtice Highway
2 Corridor lands from Prestonvale Road to Courtice Road and the Courtice Main
Central Area lands bounded by Highway 2, Trulls Road, Sandringham Drive, and
Maplefield Drive as shown on Attachment 1 .
2. DISCUSSION
2.1 The final Courtice Highway 2 Corridor/Main Central Area Secondary Plan will be
presented to the General Purpose and Administration Committee at a Public
Meeting on February 18, 2002. The Municipality initiated a proposed
implementing Zoning By-law for the Secondary Plan, which is subject to the
public review process, Staff wish to present the proposed Zoning By-law to
Committee at the same Public Meeting. This will allow Council and residents to
review both Official Plan and Zoning amendments concurrently so that there is a
full understanding of staff's final recommendations.
2.2 The proposed Zoning By-law Amendment will exclude certain properties because
development issues have not been resolved with the applicants. The properties
that will be excluded include the three properties located at 1556 Highway 2,
1560 Highway 2 and 1564 Highway 2 for which the environmental impact study
has not been finalized, The other area that is excluded from the Zoning By-law is
the southern portion of the Bonnydon Limited lands near Sand ring ham Drive.
These lands will be rezoned when the draft plan of subdivision 18T-90022 is
finalized. There may be some other lands excluded as staff finalizes its
recommendations.

3. CONCLUSION
3.1 Based on the above report, it is requested that Committee authorize Staff to
advertise for the required Public Meeting FORTHWITH.
