Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report EGD-41-02 be received;
2. THAT a copy of this report be provided to Stacey and Thomas Cowan, 5487 Old
Scugog Road;
3. THAT the estimated total cost of $35,000.00 to complete the storm sewer
replacement works be obtained, from the General Capital Reserve Account # 2900-
17 -x; a recommendation the Director of Finance concurs with, and
4. THAT staff be authorized to proceed with the tendering of the remedial works upon
funding allocatio der that the storm sewer replacement be completed this fall.

1.0 BACKGROUND
On April 2, 2002 the Operations Department, responding to a call placed by the
residents of 5487 Old Scugog Road, completed some temporary work to the storm
sewer system on the east side of Old Scugog Road opposite Mill Street. The works
completed were required to address a sewer surcharge issue that resulted in the
flooding of the basement of 5487 Old Scugog Road, Hampton. The temporary works
were to remain in place until a thorough survey and review of the possible causes for
the surcharge could be conducted.
On April 15, 2002 a detailed survey of the area and the subject storm sewer was
conducted. Upon review of the survey it was determined the potential cause of the
storm sewer surcharge was a partial collapse of the corrugated steel storm sewer pipe
between the outlet south of Mill Street and the catch basin south of 5487 Old Scugog
Road.
Subsequent to the review and analysis a design was completed to address the storm
sewer surcharge issue while trying to minimize costs to the Municipality.
2.0 COMMENTS
The proposed design requires that the partially collapsed corrugated steel pipe be
replaced from the outlet to the catch basin south of 5487 Old Scugog Road with a
smooth walled high-density polyethylene pipe of the same diameter. This will address
the surcharge issue that has been temporarily remedied by the Operations Department.
In addition to the replacement of the above noted section of pipe the next upstream
section of pipe has also been included for replacement in the proposed design as a
measure of preventative maintenance. Although this pipe has not shown signs of
collapse it is of the same age as the downstream section of pipe and should be
replaced.

The proposed design also includes for the reconnection of all existing storm sewer
connections encountered while completing the replacement work.
All disturbed areas will be restored to their original state.
The estimated cost associated with the completion of the remedial works noted above is
approximately $35,000.
The Operations Department would typically complete a project of this size but due to
their current workload it is recommended that the work be tendered for completion by a
private contractor. The close proximity of existing underground telephone, cable t.v.
and gas utilities, and the liability associated with damaging them, make this project a
better candidate for work by a private contractor than some of the other projects to be
completed by the Operations Department this fall.
As this work was not a budgeted maintenance or capital works project, funding for the
project must be obtained.
