THAT Report TR-15-92 be received; 2 . THAT Provincial Traffic Signs, Port Perry, Ontario, with a total bid in the amount of $41,756 . 72 being the most responsible bidder meeting all terms, conditions and specifications of Tender NW91-41, be awarded the contract to supply and deliver the 1992 Traffic and Street Sign requirements to the Town of Newcastle; and 3 . THAT the funds expended be drawn from the 1992 budget allocation for Traffic and Street Signs . BACKGROUND AND COMMENT: Tenders were publicly advertised and called for the supply and delivery of various Traffic and Street Signs requirements as required by the Town of Newcastle. '7 7 ' Page - 2 - TR-15-92 TENDER NW91-41, 1992 TRAFFIC SIGN REQUIREMENTS Subsequently, tenders were received and tabulated as follows: Bidder Total Bid Amount Acme Signs (Ontario) Inc. $ 39,424 .45 Etobicoke, Ontario Provincial Traffic Signs $ 41,756 .72 ** Port Perry, Ontario Ontario Road Signs $ 43,003 .58 ** Mississauga, Ontario Scugog Signs $ 48,240 .20 ** Blackstock, Ontario Owl-Lite Rentals/Trillium Signs $ 53,352 .24 Etobicoke, Ontario ** amended bid extension error The references provided by the low bidder were contacted by the Purchasing and Supply Agent and their responses were noted as follows: Contact Response City of Brampton - quality and delivery acceptable Town of Perth - quality acceptable - delivery constantly late Town of Ingersol - quality not satisfactory - one order placed for years requirements, promised two week delivery as a result of numerous delays, order finally cancelled Leeds & Grenville - quality and service poor delivery late - order placed for delivery mid June 1991, received August 18, 1991 Page - 3 - TR-15-92 TENDER NW91-41, 1992 TRAFFIC SIGN REQUIREMENTS City of North York - quality of sign blanks poor - often need burrs removed quoted three week delivery on tender, however, usually takes six to seven weeks Ministry of Transportation - quality acceptable (purchased posts only) - delivery slow Subsequent to the bid submissions, the low bidder has closed their manufacturing plant in Toronto. All orders are now shipped directly from Quebec . Although, the low bidder has stipulated on their tender that delivery of all orders would be three weeks, as the above references have indicated, the company has a history of not meeting the delivery dates promised. In addition, there were some serious concerns expressed by the references with respect to the quality of the product received. The contract resulting from this tender will cover the supply and delivery to the Town of Newcastle on an "as required" basis, the various signs listed on Schedule "A" attached, during the period ending December 31, 1992 . After further review and analysis of the bids by both Purchasing and Public Works, it was mutually agreed that Provincial Traffic Signs, Port Perry, Ontario be recommended for the contract award. The unit prices from Provincial Traffic Signs represents an average approximate decrease of nine percent (9%) over the unit prices for the 1991 contract. The required funds will be drawn from the 1992 budget allocation for Traffic and Street Signs . The Treasurer has reviewed the funding requirements and concurs with the recommendation.
