SUBJECT: QUOTATION Q92-2, MECHANICAL EQUIPMENT MAINTENANCE CONTRACT
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report TA-25-92 be received;
2 . THAT Prairie Plumbing and Heating, Newcastle, Ontario,
with a total bid of $4,356 . 00 for Part "A" and a
Journeyman hourly rate of $36 . 00, be awarded Part "A"
of the Mechanical Equipment Maintenance Contract, as
required by the Town of Newcastle;
3 . THAT Jack Burgess Plumbing and Heating, Bowmanville,
Ontario, with a total bid price of $1,220. 00 for Part
"B" and a Journeyman hourly rate of $30 . 00, be awarded
Part "B" of the Mechanical Equipment Maintenance
Contract, as required by the Town of Newcastle; and
4 . THAT the funds expended be drawn from the respective
facilities 1992 Mechanical Equipment Maintenance
budgets .
BACKGROUND AND COMMENT:
Quotations were advertised and invited with bids being received
and tabulated as per Schedule "A" attached.
The general scope of the work is to provide all necessary labour,
materials and equipment to perform service maintenance,
inspections, repairs, as requested and emergency calls on
Mechanical Equipment, as required by the Town of Newcastle, for
the period March 31, 1992 to April 30, 1993 .

Due to the variation in the type of equipment located at each
Town facility, the contract is divided into Part "A" and Part
Part "A" covers the mechanical equipment located at the following
facilities:
Bowmanville
Newcastle Fitness Centre
Fire Department Building
Bowmanville Library
Bowmanville Recreation Complex
Bowmanville Museum
Orono
Orono Armouries and Hydro Office
Orono Fire Station
Orono Town Hall
Clarke Library
Part "B" covers the mechanical equipment located at the following
facilities :
Bowmanville
Animal Control Shelter
Tourist Information Centre
Enniskillen
Enniskillen Fire Station #5

QUOTATION Q92-2, MECHANICAL EQUIPMENT MAINTENANCE CONTRACT
Under the general terms and conditions of Quotation Q92-2, the
Town, may without invalidating the bids, award the contract in
whole, or in part, whichever is in the best interest of the Town
of Newcastle.
For the information of Council, the total expenditure for this
contract for 1991 was approximately $30,000. 00 . Of this total
only $5, 100 . 00 was for preventative maintenance with the balance
of $24,900. 00 being for emergency repairs, charged at the hourly
rate. Any emergency repairs that may be required are over and
above the total bid amounts for Part "A" and Part "B" .
The 1992 hourly rates for Parts "A" and "B" represent
approximately a zero percent (0%) and a twenty percent (20%)
decrease respectively over the previous year.
With respect to the bid submitted by Tri-Air Systems, although
the total amount bid for Part "A" is lower than that submitted by
Prairie Plumbing, the hourly rate for emergency repairs is
substantially higher. In view of the fact that the bulk of this
contract is for emergency repairs, an award to Tri-Air Systems
would not be in the best interest of the Town of Newcastle.
A review of the second low bid for Part "A" , submitted by Mette
Plumbing, has revealed that this firm does not have the licensed
personnel necessary, namely a refrigeration mechanic, as
stipulated in the General Terms and Conditions of the tender
documents.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications, etc. , should be referred to the Director
of Community Services.
After further review and analysis of the quotations, it was
mutually agreed by Purchasing and Community Services that Prairie
Plumbing and Heating, Newcastle, Ontario, be awarded Part "A" and
that Jack Burgess Plumbing and Heating, Bowmanville, Ontario, be
awarded Part "B" of the Mechanical Equipment contract.
Both firms have previously performed satisfactorily for the Town
of Newcastle.
