RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-35-92 be received;
2 . THAT Winslow-Gerolamy Motors, Peterborough, Ontario,
with a total bid in the amount of $88,402 . 80 (Option
"A" ) , being the lowest responsible bidder meeting all
terms, conditions and specifications of Tender
NW92-15, be awarded the contract to supply one ( 1) only
35,000 G.V.W. Cab and Chassis c/w Snow Plow, Truck
Harness, Plows and Wings, as required by the Town of
Newcastle Department of Public Works; and
3 . THAT the funds expended be provided from the approved
1992 Capital Budget, from the Public Works Equipment
Reserve Account #2900-00010-0000 .
BACKGROUND AND COMMENT:
Tenders were publicly advertised and invited for the supply and
delivery of one ( 1) only 35,000 G.V.W. Cab and Chassis c/w Snow
Plow, Truck Harness, Plows and Wings, as required by the
Department of Public Works .

Subsequently, tenders were received and tabulated as follows:

A review of the low bid revealed that the equipment proposed does
not meet the tender specifications in a number of areas, the most
important being that the plow installation does not include
alteration or relocation of exhaust, battery box, air dryer or
fuel tanks .
With respect to the second low bid, the engine supplied is only
195 h.p. rather than the 210 h.p. specified.

After further review and analysis of the tender by Public Works
and Purchasing, it was mutually agreed that Winslow-Gerolamy
Motors, Peterborough, Ontario, be recommended for the contract to
supply and deliver one ( 1) only 35,000 G.V.W. Cab and Chassis c/w
Snow Plow, Truck Harness, Plows and Wings, to the Town of
Newcastle, as required by the Department of Public Works .
The required funds will be provided from the approved 1992
Capital Budget, from the Public Works Equipment Reserve Account
#2900-00010-0000 and are well within the $95,000 . 00 allocated.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications, etc. , should be referred to the Director
of Public Works .
The subject firm have previously performed satisfactorily for the
Town of Newcastle.
