By-Law # MEETING: COUNCIL DATE: May 11, 1992 REPORT #: Tg-38-92- FILE #: SUB,JECT: TENDER NW92-221 SUPPLY, DELIVERY AND APPLICATION OF LIQUID CALCIUM CHLORIDE RECOMMENDATIONS: It is respectfully recommended to Council the following: 1. THAT Report TR-38-92 be received; 2 . THAT Miller Paving Limited, Markham, Ontario, with a total bid price of $28,611. 80 for bulk Liquid Calcium Chloride (approximately 200,000 litres) , being the lowest responsible bidder meeting all terms, conditions and specifications of Tender NW92-22, be awarded the contract to supply, deliver and apply Liquid Calcium Chloride, as required by the Town of Newcastle Public Works Department; and 3. THAT the funds expended be drawn from the approved 1992 budget allocation for Public Works Road Maintenance. BACKGROUND AND CO)MNT: As previously advised by memorandum to Council (copy attached) , Tender NW92-22 was advertised and issued for the supply, delivery and application of Liquid Calcium Chloride as required by the Town of Newcastle. Subsequently, bids were received and tabulated as follows: Bidder Total Bid Amount Miller Paving Limited $ 28,611. 80 Markham, Ontario Page - 2 - TR-38-92 TENDER NW92-22, SUPPLY, DELIVERY AND APPLICATION OF LIQUID CALCIUM CHLORIDE For the information of Council, the six (6) bidders who previously submitted tenders to the Region of Durham, were also invited to bid. After review and analysis of the bids by Purchasing and Public Works, it was mutually agreed that the bid from Miller Paving Limited, Markham, Ontario, be recommended for the contract to supply, deliver and apply Liquid Calcium Chloride, as required by the Town of Newcastle. The funds required will be drawn from the approved 1992 budget allocation for Public Works Road Maintenance from which there are adequate funds available. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc . , should be referred to the Director of Public Works . The subject firm has previously performed satisfactorily for the Town of Newcastle. I LAB/hjl I Attachment i i i THE CORPORATION OF THE TOWN OF NEWCASTLE Memorandum To: Diane Hamre, Mayor and Members of Council From: Lou Ann Birkett, Purchasing and Supply Agent Date: April 23, 1992 Subject: Tender NW92-22 - Supply and. Application of Liquid Calcium Chloride With respect to the above tender, in prior years, it has been the practice of the Town of Newcastle to participate in a co- operative tender with the Region of Durham. This year, inadvertently, the Region did not include our requirements for this contract on the co-operative tender that was issued. As the application of the calcium chloride differs from the other participants, in that Newcastle applies the product to the width road -1 the which is considerably cheaper, rather than the shoulders only, as is done by other participating municipalities we are not able to add our 'requirements to the existing contract. Subsequently, it was necessary to issue our own tender call for this contract, which will close on May 4, 1992. Due to the approaching long weekend in May, when traffic is heavy, a report -will be brought directly to Council on Monday, May 11, 1992 recommending award of the contract.
