GENERAL PURPOSE AND ADMINISTRATION COMMITTEE IATE' June 1, 1992 REPORT #: m�_��_�, FILE #: SUMECT' QUOTATION Q92-5, ELECTRICAL SERVICES STREET LIGHTING RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report TR-50-92 be received; 2 . THAT George Moore Electric, Bowmanville, Ontario with bid prices of $30 .50 per hour for Journeyman Electrician and $23 .00 per hour for Journeyman Electrician's Helper be awarded the contract to provide Electrical Services for Street Lighting, as required by the Town of Newcastle for 1992; and 3 . THAT the funds expended be drawn from the Street Lighting Account #7230-00201-0000 . BACKGROUND AND COMMENT: Quotations were issued and invited to provide Electrical Services for Street Lighting as required by the Town of Newcastle for 1992 . Subsequently, quotations were received and tabulated as per Schedule "A" attached. Note, in addition to the hourly rate quoted, prices were also submitted for various pieces of equipment that may be required throughout the year. The bid prices represents an approximate seven percent (7%) decrease in the hourly rates over the 1991 contract prices . The required funds will be drawn from the 1992 Street Lighting account. For the information of Council, the Town of Newcastle spent approximately $12,000 . 00 for Electrical Services on Street Lighting during the 1991 contract. r ( '¢¢ �� 1 Page - 2 - TR-50-92 QUOTATION Q92-5, ELECTRICAL SERVICES STREET LIGHTING A review of the services and equipment utilized during the 1991 contract period was conducted in order to ascertain which bid represented the lowest overall cost to the Town. Although the hourly rate charged by the low bidder, Sidler A- Line Contract Ltd. is $ .50 per hour less than the second bidder George Moore Electric, the minimum charge rate is substantially higher. As indicated in the attached memo (marked Schedule "B" ) , from Mr. Don Patterson, Manager of Operations, Public Works Department, of the 156 street light repairs performed in 1991, 41 were charged at the minimum hourly rate. As well, in almost every incident, a charge for a boom truck was incurred. In addition, the prices quoted for the equipment provided by Sidler A-Line Contracting do not include an operator where as the price provided by George Moore Electric does . As the bid from George Moore Electric includes the operator with the boom truck, the charge for a call which includes, the lineman, the helper and the boom truck is $71. 00/hour. The charge from Sidler A-Line Contracting Ltd. , for the same equipment would be $75.50/hour. With respect to the bid from Independant High Voltage, although the minimum charge rate is lower than George Moore Electric, the hourly rate is higher. The charge from this firm for the lineman, the helper and the boom truck is $84 . 00 . The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. , should be referred to the Director of Public Works . After further review and analysis of the bids by Purchasing and Public Works, it is respectfully recommended that George Moore Electric, Bowmanville, Ontario, be awarded the contract to provide Electrical Services for Street Lighting to the Town of Newcastle as required. Upon reviewing the 1991-92 invoices submitted by George Moore Electric, I find that in almost every incidence we were charged for the boom truck, the electrician and a helper at $90 per hour. I believe .that Safety Regulations require that a minimum of two (2) people be employed at the site during any repairs. Usually more than one ( 1) light is replaced per call-out and the crew costs were distributed amongst the number of lights repaired. This year George Moore Electric has purchased a different type of boom truck which costs less per hour than the truck used in last year's quotation. Using George Moore's Quotation No. Q-92-5, the charge per hour is $71 made up of the journeyman lineman, the helper, and the boom truck. The second quoter's (Siddler A-line Contracting Limited) corresponding charge would be $75.50 per hour. The minimum charge rate in 1992 applied in 41 repairs out of 156 street light repairs. Of the 156 street light repairs 50 were charged at between $60 and $90 each, which means that these 50 repairs were done in less than one (1) hour per repair.
