HomeMy WebLinkAboutTR-59-92 ""' ""'}: TOWN OF NEWCASTLE REPORT File # Res. # By-Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: June 15, 1992 REPORT #: TR-59-92 FILE #: SUECT: TENDER NW92-26, STUART PARK RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report TR-59-92 be received; 2 . THAT Deeb-Wallans Corporation, Brighton, Ontario, with bid in the amount of $138,075 .34 being the lowest responsible bidder meeting all terms, conditions and specifications of Tender NW92-26, be awarded the contract for Stuart Park, as required by the Department of Community Services; 3 THAT funds in the amount of $140,000 .00 be drawn from the Community Services Parkland Development Capital budget, Account #7603-00001-0516; and 4 . THAT the additional funds in the approximate amount of $5,975 . 34 be drawn from the Community Services Lot Levy, Account #1110-00156-0000. BACKGROUND AND COMMENT: Tender specifications were provided by Cosburn Giberson Landscape Architects, for Stuart Park, as required by the Department of Community Services . Tender NW92-26 was publicly advertised in all four (4) area newspapers, as well as the Daily Commercial News, with bids being submitted as per Schedule "A" attached. Page - 2 - TR-59-92 TENDER NW92-26, STUART PARK The total required ,funds for this project are as follows: Contract $ 138,075 .34 Consultant 10,000 .00 Durham Region Water 5,000 .00 Connection Charges Hydro Connection Charges 500.00 $ 153,575.34 The total funds allocated for this project, as indicated on page 197 of the 1992 Capital Budget, Account #7603-00001-0516 are $140,000.00 . It is therefore proposed that the drinking fountain which amounts to $7,600.00, be removed from this contract and that the additional funds required in the amount of $5,975. 00 ($153,575. 34 less $7,600.00 drinking fountion = $145,975 . 34) , be drawn from the Community Services Lot Levy Account #1110-00156-0000, from which there are adequate funds available. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. , should be referred to the Director of Community Services . After further review and analysis of the bids by Purchasing, Community Services and the architect, Cosburn Giberson, it was mutually agreed that the contract be awarded to the low bidder, Deeb-Wallans Corporation, Brighton, Ontario. The recommendation from Cosburn Giberson Landscape Architects is attached, marked Schedule "B" . The subject firm have previously performed satisfactorily for the Town of Newcastle. As you requested, we have obtained the enclosed reference details for the low bid- der, Deeb-Wallans Corporation. As the contractor has recently completed similar works or the Town of Newcastle we contacted the consultant for that project and found their work to be satisfactory, Given this project review and our comparison of unit prices and cost estimates, Cosburn Giberson would recommend that the Town accept the low bidder vi the amount of $138,075.34, If you have any questions or require further information,please do not hesiitate to call.
