RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-63-92 be received;
2 . THAT Harnden and King Construction, Brooklin, Ontario,
with a total bid in the amount of $39,675 .00 being the
lowest responsible bidder meeting all terms, conditions
and specifications of Tender NW92-20, be awarded Part
"A" of the contract to supply Emulsified Asphalt
Patching Material (cold mix) and HL3 (hot mix) on an
"as required" basis, to the Town of Newcastle;
3. THAT Norjohn Limited, Thorold, Ontario, with a total
bid in the amount of $47,725.00 being the lowest
responsible bidder meeting all terms, conditions and
specifications of Tender NW92-20, be awarded Part "B"
of the contract to supply High Performance Asphalt
Repair Material on an "as required" basis to the Town
of Newcastle; and
4 . THAT the funds expended be provided from the approved
1992 Public Works Road Maintenance budget.
BACKGROUND AND COMMENT:
Tenders were publicly advertised and invited for the supply and
delivery of approximately 600 tonnes of Emulsified Asphalt
Patching Material (cold mix) , 400 tonnes of HL3 (hot mix) and 500
tonnes of High Performance Asphalt Repair Material, as required
by the Department of Public Works .

Tenders were received and tabulated as per Schedule "A" attached.
After review and analysis of the tenders by Public Works and
Purchasing, it was agreed that Harnden and King Construction,
Brooklin, Ontario, be recommended for Part "A" of the contract
award to supply Emulsified Asphalt Patching Material (cold mix)
and HL3 (hot mix) and that Norjohn Limited, Thorold, Ontario, be
recommended for Part "B" of the contract to supply High
Performance Asphalt Repair Material, to the Town of Newcastle as
required by the Department of Public Works .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications, etc . , should be referred to the Director
of Public Works.
The 1992 prices for cold mix (Part "A" ) delivered reflects
approximately a six percent (6%) decrease over the previous year.
For the information of Council, the high performance asphalt
repair material is a relatively new process and was not part of
the 1991 tender. However, it has been successfully used on a few
roads throughout the Municipality with the results being that it
is less labour intensive to apply and lasts longer. As this
material is more expensive to purchase, it will not be used for
all repairs throughout the Municipality, therefore, the tender
requirements were divided between Part "A" and Part "B" .
The subject firms have both previously provided satisfactory
service to the Town of Newcastle.
