THAT Report TR-65-92 be received; 2 . THAT the procedures set out in the Purchasing By-Law No. 82- 96, Section No. 5, Paragraph 06, be waived for this particular transaction; 3. THAT Council authorize the Region of Durham to provide pavement marking services at an estimated cost of $35, 000, FORTHWITH; and 4 . THAT the funds be drawn from the 1992 approved Public Works Budget for Pavement Marking, Account 7208-00431-0249 . --------------------------------------------------------------- REPORT 1.0 ATTACHMENT No. 1: Pavement Marking Locations 2.0 BACKGROUND 2 . 1 The amount of pavement marking services which must be contracted out for 1992 is estimated at $35,000, which exceeds the $15,000 limit of Purchasing By-law No. 82-96 that requires a tender to be issued. Staff are recommending that By-law No. 82-96, Section 5, Paragraph 06, be waived for this particular transaction. /2 REPORT NO. : TR-65-92 PAGE 2 3.0 REVIEW AND COMMENT 3. 1 The approved 1992 Public Works Department Budget for pavement marking allocated funds is the amount of $46,200 . This amount included $14, 100 for painting by the Town of Newcastle staff and $32, 100 to be contracted to an outside agency. 3.2 The funds required by the Region of Durham for pavement marking will be in excess of the $32, 100 budgeted for this service, but sufficient funds will be available in the total pavement marking budget. The locations include 15 . 3 km of white edge line and 43 .6 km of yellow centerline locations (Attachment No. 1) . 3 . 3 The Region of Durham provides this service to all municipalities within its boundaries and has purchased upgraded equipment to provide a higher level of service. The Region has provided this quality service to the Town of Newcastle for the previous three (3) years . 3 .4 The Region of Durham requires authorization as soon as possible in order to schedule Town locations in conjunction with Regional roads .
