THAT Report TR-72-92 be received; 2 . THAT Sora Excavating & Grading Company Ltd. , Woodbridge, Ontario, with a total bid in the amount of $386,354. 85, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender NW92-8, be awarded the contract for the Reconstruction of Prestonvale Road, as required by the Department of Public Works; 3 . THAT the funds be drawn from the approved 1992 Public Works Capital budget, account #7205-92001-X; and 4 . THAT the Development Charge Reserve Fund - Public Works, replenish the existing Lot Levy Reserve Fund for the value of the contributions made to this project (as identified in the body of this report) . BACKGROUND AND COI-MNT: Tender specifications were provided by D.G. Biddle & Associates Limited for the reconstruction of Prestonvale Road as required by the Department of Public Works. Page -2 - TR-72-92 TENDER NW92-5, RECONSTRUCTION OF PRESTONVALE ROAD Tenders were advertised in the local papers, as well as the Daily Commercial News. Subsequently, tenders were received and tabulated as per Schedule "A" attached. The Town of Newcastle's portion of the total project cost as detailed in letter from D.G. Biddle & Associates Limited, marked Schedule "B" is estimated at $408,380. 00. It is proposed that the funds be drawn from the Public Works Capital Budget Account #7205-92001-X. The budgetary financing of this project (page 27 of the 1992 Capital Budget) identifies a Lot Levy Contribution of $137,000 .00. These funds have not yet accumulated in the new Development Charge Reserve Fund and it is therefore recommended that the existing reserve funds be replenished from development charges to be collected in the future, for the value contributed to this project. This project has been identified in the Development Charges report as a project with an apportionment of ninety percent (90%) of the cost related to growth, and therefore eighty-six percent (86%) of the net growth related capital cost is to be financed from the Development Charge Reserve Fund. Although the low bidder has not previously performed for the Town of Newcastle, their references have been outlined in the attached letter from D.G. Biddle & Associates Limited marked Schedule "B" . The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc . , should be referred to the Director of Public Works . After further review and analysis of the bids by Public Works, D.G. Biddle & Associates Limited and Purchasing, it was mutually agreed that the low bidder, Sora Excavating & Grading Company Ltd. , Woodbridge, Ontario, be recommended for the contract for the Reconstruction of Prestonvale Road. Purchasing and Supply Agent Re: Tender N.W. 92-8 Reconstruction of Prestonvale Road Dear Lou Ann: Pursuant to the above noted project, please find below our recommendations for the contractor for the project and a breakdown of all associated costs. The low bidder, Sora Excavating & Grading Company Ltd . , is situated in Woodbridge , Ontario and have been in business for twenty years . The company has been primarily an excavating and grading contractor and has only entered the underground services industry in the last two years . We have investigated the background of Sora and have contacted the bonding company and a number of other references and associates . The bonding company, Laurentian Casualty Company of Canada, have been doing business with Sora for three years and have allowed a bonding limit of $1 , 000, 000 . 00 . The present limit is under review at this time with the proposal of raising it of a higher limit. The bonding company representative Janice oehm, has stated that Sora has been a reputable client with no claims or enquiries. We have contacted Hr Roberto Leo of Rand Engineering and Mr Alex Iskander of the Lathon Group for references . The comments were positive in stating that the company and field staff had proved to be cooperative, efficient and competent . Please find enclosed a list of projects, equipment and brief staff history. In conclusion, from our investigation, Sora has been reported to have an experienced and competent staff which are capable of performing the work required . . . . . . . continued -2- Therefore , our recommendation would be that upon reviewing the tender and investigating their background, Sora Excavating and Grading Company Limited be awarded the contract.
