RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-73-92 be received;
2 . THAT the two (2) year proposal from Sign Design,
Whitby, Ontario, to provide the marketing, sale of
space and the production of Rink Boards, as required by
the Department of Community Services be accepted;
3. THAT the attached By-Law (Schedule "A" ) , authorizing
the Mayor and Clerk to execute the appropriate
agreement be approved; and
4 . THAT the funds received be credited to the Community
Services Advertising Fees Revenue Account
#6400-00036-X.
BACKGROUND AND COMMENT
A request for proposal was publicly advertised and invited for
the marketing, sale of space and the production of Rink Boards as
required by the Community Services Department.

Subsequently, proposals were submitted and received as follows:

Both Arenas($480. 00+$240 .00 = $ 720.00/yr)
As indicated by the above figures, the proposal received from
Sign Design results in the highest overall revenue to the Town.
It is estimated that based on the total revenue per board, that
the total annual revenue will be approximately $22,000.00.

For the information of Council, this is the first time a Request
for Proposal for this service has been issued. The rink board
advertising had been co-ordinated by the Skate 88 Fund Raising
Committee under the arrangements made in the the fund raising
efforts for the Bowmanville Recreation Complex.
Although the subject firm have not previously performed for the
Town of Newcastle in this regard, they have satisfactorily
provided a similar service for Ajax Transit and the Oshawa
Generals (Oshawa Civic Auditorium) .

After review and analysis of the proposals by Purchasing and
Community Services, it was mutually agreed that the proposal from
Sign Design, Whitby, Ontario, be accepted and that the monies
received be credited to the Community Services Advertising Fees
Revenue Account #6400-00036-X.

BY-LAW NUMBER 92-
Being a By-Law to authorize a contract between
Sign Design
in respect to the Rink Board Signs
located at Darlington Sports Centre
and the Bowmanville Recreation Complex
THE CORPORATION OF THE TOWN OF NEWCASTLE HEREBY ENACTS AS FOLLOWS:
That the Mayor and Clerk are hereby authorized to execute,
on behalf of the Corporation of the Town of Newcastle, and seal
with the Corporation Seal, a Contract between Sign Design and
and said Corporation.
By-Law read a first and second time this day of July, 1992.
By-Law read a third time and finally passed this day of July,
1992.
