SUBJECT: REGION OF DURHAM' CO-OPERATIVE TENDER
T-282-92, SUPPLY AND DELIVERY OF WINTER SAND
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-78-92 be received;
2 . THAT Robert E. Young Construction Ltd. , Ennismore,
Ontario, with a total bid in the amount of $79,670 . 00
(plus G.S.T. ) , being the lowest responsible bidder
meeting all terms, conditions and specifications of the
Region of Durham Co-Operative Tender T-282-92, be
awarded the contract to supply, deliver, mix and
stockpile winter sand, as required by the Town of
Newcastle for the 1992/93 winter season; and
3 . THAT the funds be drawn from the Public Works approved
Winter Maintenance accounts for the 1992/93 winter
season requirements .
BACKGROUND AND COMMENT:
Tenders were called on a co-operative basis by the Region of
Durham, which included the requirements of the Town of Newcastle,
for the supply and delivery of winter sand. Tenders were
received and tabulated as follows:

Total bid price includes the cost of sand and the cost to mix and
stockpile, unless otherwise noted.
Upon review of the bids, it was revealed that the low bidder's price
included the cost to mix and stockpile only. The supply of the sand
was not included. With respect to the second low bidder, the supply
of the sand only was included, not the cost to mix and stockpile.

After further review and analysis of the bids by Purchasing and Public
Works staff, it was agreed that Robert E. Young Construction Ltd. ,
Ennismore, Ontario, be recommended for the contract to supply and
deliver winter sand to the Town of Newcastle, as required by the
Department of Public Works .
The required funds will be drawn from the Public Works approved Winter
Maintenance accounts for the 1992/93 winter season requirements from
which there are adequate funds available.
The Treasurer has reviewed the funding requirements and concurs with
the recommendation. Queries with respect to department needs,
specifications, etc . , should be referred to the Director of Public
Works .
The prices tendered reflect a zero percent (0%) increase/decrease over
those tendered in 1991. The subject contractor has previously
supplied satisfactory service to the Town of Newcastle.
