Co-Operative Tender D92-8, Hot Mix Paving, Various Locations Since 1989, the Public Works Department have participated in a co- operative tendering arrangement with the Region of Durham, for Hot Mix Paving and Granular Shouldering. e Although, the contract conditions include both the Region of Durham's requirements and the Town of Newcastle's requirements, they are not independent of each other but rather are considered as one ( 1) complete contract. However, the contract award is subject to the approval of the Region of Durham, the Town of Newcastle and the Ministry of Transportation. In this instance, the Town of Newcastle actually issues the purchase order to the Region, not the contactor. Inadvertently, the Region of Durham awarded contract D92-8 to Bennett Paving & Materials Ltd. , without Town of Newcastle's approval, and in fact the work had commenced. To request that all further work be stopped until such time as Council approval was received, would have posed a safety hazard to all persons travelling on these roads . The Town of Newcastle portion of contract D92-8 is at a total estimated cost of $333,990. 83. The attached letter from the Region of Durham marked Schedule "A" outlines the total bid amounts of all of the bids submitted, as well as the total estimated cost of the Town of Newcastle portion.
