THAT Report TR-91-92 be received; 2 . THAT Nu-Wood Construction, Ajax, Ontario, with a total bid of $65,323 . 00, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender NW92-38, be awarded the contract to supply all necessary labour, materials and equipment for the Renovations at the Bowmanville Works Yard (new Parks and Cemetery Depot) ; and 3 . THAT the funds required be drawn from Account #5001-00007-0401 Parkland Reserve, FORTHWITH. BACKGROUND AND COMMENT: Tender NW92-32 for the required renovations to the Bowmanville Works Yard (new Parks and Cemetery Depot) , was advertised and issued in August 1992, with bids being submitted as follows: Page - 2 - TR-91-92 TENDER NW92-38, RENOVATIONS TO BOWMANVILLE WORKS YARD Bidder Total Bid Amount Gerr Construction $ 95,514.00 Bowmanville, Ontario Brian Barton Building $ 98,255.96 Whitby, Ontario Kirby Structures $103, 148. 00 Oshawa, Ontario Bowman Construction $103,790.00 Courtice, Ontario Milborn Interior Contracting $106,596 .61 Oshawa, Ontario Winvalley Contracting $109,622 .57 Whitby, Ontario Kraco Carpentry Service Rejected - Improper Newcastle, Ontario no Agreement to Bond As all of the bids were substantially over the budget allocation of $60,000 .00 for this project, the tender specifications were revised with the following items being deleted: Mezzanine New Heating System Additional Washroom Facilities Subsequently Tender NW92-38 was issued with bids being submitted as follows: Bidder Total Bid Amount Nu-Wood Construction $ 65,323.00 Ajax, Ontario Brian Barton Building $ 68,958.29 Whitby, Ontario Snyder Construction $ 69,550.00 Whitby, Ontario Gerr Construction $ 69,657 .00 i Bowmanville, Ontario Kirby Structures $ 69,817 .50 Oshawa, Ontario Bowman Construction $ 73,402 .00 Courtice, Ontario Page - 3 - TR-91-92 TENDER NW92-38, RENOVATIONS TO BOWMANVILLE WORKS YARD Other associated costs for this project are estimated at $9,000.00 for consulting services, which brings the total required funds to an amount of $74,323 .00 ($65,323.00 contract plus $9,000.00 consulting) . The required funds will be drawn from Account #5001-00007-0401, Parkland Reserve, as provided for, through Council Resolution #GPA-546-92 (authorizing joint use of Bowmanville Public Works Yard) , a copy of which is attached marked Schedule "A" . Although the total required funds of $74,323. 00 are over the estimated $60,000 . 00 indicated in the body of the report, the actual funds expended for the sewer connection were only $15,000 . 00 rather than the $30,000. 00 allocated, therefore, the total available funds are $75,000.00. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. , should be referred to the Director of Community Services. Although the low bidder has not previously performed for the Town of Newcastle, they have provided satisfactory service to both the Durham Board of Education and the Town of Ajax, as outlined in the attached letter from the consultant, R.W. Bruynson Inc. , marked schedule "B" . After further review and analysis of the bids by Purchasing, R.W. Bruynson Inc. and Community Services, it was mutually agreed that the low bidder, Nu-Wood Construction, Ajax, Ontario, be recommended for the contract for the Renovations at the Bowmanville Works Yard. Subject: COMMUNITY SERVICES DEPARTMENT PARKS/CEMETERY/BUILDING DEPOT Recommendations: It is respectfully recommended that the General Purpose . and Administration Committee recommend to Council the following: 1. THAT Report No. CS-27-92 be received; 2. THAT Council authorize the joint use of the Bowmanville Public Works Yard by the Community Services Department and Public Works Department; and 3 . THAT the necessary funds be drawn from the following accounts for capital improvements and landscaping: Account # 7603-00001-0270 - Park Facility Rental - $14, 000 Account # 7603-00001-0516 - Park Facility Capital - $36, 000 Account # 5001-00007-0401 - Parkland Reserve Fund -$125, 000 1.0 BACKGROUND: - 1. 1 As , members of Council are aware, the Community Services Operations Depot is currently located at the south west corner of Highway #2 and Regional Road . #57. This facility has been , leased to the Department for the past 16 years. 1.2 The current lease has now expired as of June 30, 1992 and arrangements have been made for continued use of the site on a month to month basis. 1.3 During the 1992 budget deliberations, staff explained that the present site will be subject to future development and will not be available for long term use, notwithstanding that the Department has outgrown the site and facilities where we are currently housed. CS-27-92 - 2 JULY 20, 1992 i 2.0 OPTIONS: 2. 1 Staff presented two options to Council for alternate facilities which have been thoroughly investigated and they are: OPTION (A) : Alternate rental facilities (private) ; and OPTION (B) : Review the possibility of joint use with the Public Works Department at its Bowmanville Works Yard. 2 .2 Subsequent to this review, a .cost comparison of the options is as follows: OPTION (A) : (5 year lease) Rental - $140, 000 @ $ 29, 000/yr. Utilities - $ 70, 000 @ $ 14 , 000/yr. **Capital (Attach. #1) $ 36 , 000 Total (over 5 years) $ 246, 000 OPTION (B) : Rental - 0 * Utilities - 0 Landscaping - $60, 000 **Capital (Attach. #1) $115, 000 Total (est. ) $1751000 * Utilities are currently provided through the Public Works, budget although with approval .of this report this expense will be shared in the future, there is no additional cost to the Municipality. *.* Initial expenses will not be required in subsequent years. 3.0 COMMENTS:- 3 . 1 It is evidenced by the estimated costs for each of the options, that the most feasible long term option would be for the Community Services Department to .share facilities with the Public Works Department at the Bowmanville Works Yard. 91 � Y ^ 1 1 / REPORT NO. CS-27-92 3 - JULY 20 1992 3.2 If approved, staff, as per Council direction is prepared to beautify the Bowmanville Yard through a landscaping plan P g p which will enhance the site creating a pleasant introduction to our 1 Municipality from the Liberty Street/.Highway 401 entrance. 3.3 Finally, Option B facilitates a more responsible manner of business by utilizing existing facilities currently owned by the Municipality. 3.4 Report CS-27-92 has been reviewed with the Director of Public Works who concurs with the philosophy of joint use, and further with the Treasurer who concurs with the funding scenario."
